Position Purpose

Job Functions / Scope of Authority
ESSENTIAL JOB FUNCTIONS
- Writes, directs, produces, edits and shoots on-air journalistic programs both live and taped.
- Produces, edits and formats promotional, documentary, news, special events, and entertainment material and ensures assigned production systems meet station and government access television standards, using a variety of state of the art computerized software.
- Coaches and directs voiceover talent to produce captivating audio for editing purposes.
- Creates visual graphics for use in print, web and broadcast applications; Interpret concepts for city departments to be included in brochures, report covers, certificates, television programming, on the internet and as part of the City's online engagement platform, Speak Up Arvada.
- Designs and coordinates multimedia/non-broadcast production services including, but not limited to, slide presentations, CD/DVD instructional and educational presentations.
- Shoots still pictures using journalistic skills for print, digital presentations, world wide web and broadcast television.
- Assists in scheduling programming for playback for KATV (the City's Channel 8) using automated playback software.
- Organizes and maintains digital video files and videotape archives.
- Maintains inventory of media stock including tapes, CDs, DVDs, film and office supplies.
- Responsible for becoming familiar with and researching music libraries, multimedia software and audio/video equipment.
- Web administrator for Arvada Media Services.
- Develops projects for streaming, social media and YouTube for weekly meetings and monthly shows.
- Shoots and archives of photos and video of city functions/events.
- Researches new programming sources for the development and/or acquisition of programs that have public service content and technological advances in the marketplace.
- Operates field production equipment including placement and use of lights, microphones, cameras, scripts and music for specialty events.
- Troubleshoots, repairs, and operates professional broadcast control room and studio and related analog and digital equipment, performs broad systems administration and technical support for Macintosh hardware and software and local area networks.

ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES*
- Ability to effectively communicate information, both verbally and in writing, to support organizational objectives and interact with all levels of personnel within the city in a positive and cooperative manner.
- Demonstrated experience in detail oriented processes.
- Experience in on-air television programs.
- Knowledge of video and audio production.
- Advanced knowledge of video production equipment and still photography equipment.
- Strong knowledge of computers and software applications (both Macintosh and PC platforms) in relation to videography, still photography and other multimedia products.
- Knowledge of Oracle for processing and tracking of invoices, PO's and payments.

SCOPE OF AUTHORITY: *
Receives general supervision under the direction of the Media Services Manager. Plans daily work activities and prioritize tasks. Defined procedures cover most duties. Generally expected to deal with different and specialized situations.
Financial Accountability:
Makes recommendations to supervisor for budget allocations pertaining to the department. Monitors the tracking of accounts payable and/or receivables and prepares financial statements or reports. Approves expenditures up to $2000.00.
Working Environment / Qualifications
WORKING ENVIRONMENT/PHYSICAL ACTIVITIES:
The work environment/physical activities described here are representative of those an employee encounters while performing the essential functions of the job.
Work is primarily performed in an outdoor environment with moderate noise levels. Physical effort and activities include: strenuous physical work. Heavy lifting, pushing or carrying of objects up to 51 pounds frequently. Operation of city vehicle.
MINIMUM REQUIRED QUALIFICATIONS (EDUCATION, LICENSE, TRAINING AND EXPERIENCE):
Associates Degree in audio and video production or related field or equivalent combination of education and related experience and two (2) to four (4) years in television production experience required. Valid Colorado driver license required.
