Essential Job Functions: Plans, directs, coordinates, and reviews the work of employees operating heavy equipment used in depositing waste material into the sanitary landfill; monitors cell certification and excavating process; directs, through subordinate supervisors, the delivery of solid waste to the landfill, the hauling of fill material, and the leveling, compaction, and overall efficiency of the operation; prepares monthly reports and informational reports of landfill; consults with engineers regarding landfill projects; participates in and ensures employee compliance with health and safety regulations; enforces federal, state, and local laws governing the operation of a sanitary landfill; investigates requests and complaints from the public; conducts field inspections of operation; administers billing of customers and verification of accounts.

Working Conditions: Works inside and outside in all kinds of weather; may be exposed to fumes, dust, dirt, noise, cold, heat, mechanical, electrical, chemical and toxic waste hazards, and the hazards of working around heavy equipment and in trenches/ditches. Must be available to work Monday through Friday from 8:00 a.m. to 5:00 p.m., or any other schedule as assigned by the Operations Manager. Must be available to work overtime as needed.Knowledge: Requires knowledge of the methods, procedures, and equipment necessary to operate and/or close a sanitary landfill; knowledge of federal, state, and local ordinances governing solid waste disposal; knowledge of budget and specifications preparation techniques; general knowledge of computers and its applications.
Skills/Abilities: Some skill in the use of computers; ability to supervise subordinate employees; ability to communicate effectively, orally, and in writing; ability to plan and direct the activities associated with sanitary landfill operation; ability to interact effectively with other employees, City officials, and the public.
Physical Requirements: Constantly sees and hears; frequently walks, uses calculator, answers the telephone, sits, stands, drives, files, uses a calculator, operates office computers and performs data
entry. Infrequently carries, drags, and pushes objects weighing up to 25 lbs., pulls and lifts objects weighing up to 40 lbs., climbs, crawls, sorts, squats, and stoops.
Education/Experience: Requires a Bachelor's Degree in Sanitary Industrial, or Civil Engineering or related field; minimum three (3) years’ experience in solid waste collection and disposal operations with minimum two (2) years administrative/supervisory experience; or high school graduation with advanced training in related area and five (5) years of progressive experience.
Other: Must possess a Class “A” Solid Waste Technician Letter of Competency or ability to obtain same within one year of employment; must also possess a valid Class C driver’s license with a good driving record. Other state valid driver’s license equivalent to Texas Class C with a good driving record will be considered. Texas state law requires within 30 days of residency, you must possess a valid Texas driver’s license. Applicant selected for hire will be subject to a background investigation and drug/alcohol screen test.The City may consider all related education and/or experience in determining the applicant's minimum qualifications and starting salary.
