SUMMARY
Directs and coordinates activities of workers engaged in maintaining and repairing the water production system by performing the following duties:
ESSENTIAL DUTIES AND RESPONSIBILITIES
- Ensures the water system adheres to the EPA Safe Drinking Water Act by maintaining water quality records and maintain the fire hydrant flushing program as per TCEQ regulations.
- Directs and oversees workers engaged in maintenance, repair, or improvement of municipal water distribution system, including SCADA, well and pump operations, and chemical Injection for disinfection of water.
- Collects required water samples per TCEQ regulations. Determines and records well and chlorine readings and elevated storage tank levels daily, determines and records bacteria levels in the system weekly, and determines and records THM levels in the system quarterly. Collects samples, determines and records lead and copper levels in the water system tri-annually. Reports problems and deficiencies to management.
- Determines material and equipment such as type and size of pipe, fittings, unions and trenching and back fill equipment required according to size, nature, and condition of the project.
- Creates and receives work orders through the work order system. Enters completed data into the system to close the request in a timely manner.
- Assists and monitors contract work performed at pumping facilities, elevated water towers, and ground storage tanks.
- Follows and enforces City policies and enforces worker and job site safety regulations.
- Maintains the equipment and performance of pump houses, well lots and elevated water towers.
- Maintains TCEQ Water Quality Regulations and reporting in both pressure planes.
- Assist in the development of well pumping strategies, system efficiency review, and drinking water disinfection and quality testing.
- Assists other Divisions of the Public Works Department as needed including standby and emergency call back.
- Will perform other assignments and handle special projects as required.
- Regular and timely attendance is required as well as the ability to get along with others in a professional and cordial manner.
SUPERVISORY RESPONSIBILITIES
Directly supervises employees in this particular area of responsibility. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include training employees; planning, assigning, and directing work; appraising performance; recommending employee rewards and discipline; addressing complaints and resolving problems.

EDUCATION and/or EXPERIENCE
High school diploma / GED and three years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to read and interpret documents such as safety rules, operating and maintenance instructions and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs. Ability to compute area, circumference, and volume. Ability to apply concepts of basic algebra and geometry.
REASONING ABILITY
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
- Valid Texas Class A Commercial Driver's License with tanker endorsement.
- Possession of a TCEQ Class C Groundwater Production License.
- Possession of a TCEQ Class II Wastewater Collection License.
- Possession of a Work Zone Traffic Control certification.
Preferred:
- TCEQ Class B Groundwater Production License.
- TCEQ Class III Wastewater Collection License.
SPECIALIZED KSA’S
Demonstrated knowledge of TCEQ water quality regulations. Demonstrated knowledge of water quality sampling. Demonstrated knowledge of pump and motor maintenance and well workings. Demonstrated knowledge of customer service skills. Basic electrical repair. Basic computer skills. Must have or be able to complete a confined space training.
