What are the responsibilities and job description for the Financial Analyst position at City of Bellevue?
This position is responsible for developing and monitoring the Development Services Department and Planning & Community Development Department's budgets, maintaining the Development Services cost and workload activity models, and preparing the monthly billing and collection processes.
Much of the work involves analysis of daily operations, using modeling techniques that display financial information in a variety of ways to assist with the development of annual rates and fees; coordinating special projects that often require an in-depth understanding of the linkages between systems/operations/processes.- Provides daily operational support within assigned work group to facilitate the timely and accurate accomplishment of accounting work; analyzes work flow to enhance operating efficiency within assigned scope of authority; schedules, monitors and controls daily work flow to produce optimum results; produces and analyzes various reports of a financial nature that require the selection and interpretation of data.
- Ensure monthly billing process in permit tracking system is accurate for hourly charges of all Development Services departments, including maintenance of control balance sheet, and late/collection process.
- Act as main contact for customer service for permit billing and refunds.
- Monitor, interpret and report on timekeeping hours for Development Services.
- Understand the fee structure for permit activities and monitor related revenue accounts.
- Monitor expenditure and revenue results for the Development Services function, the Development Services Department and the Planning & Community Development Department.
- Conduct special projects that may require data collection, analysis, and graphics presentation.
- Ensure accounting and contracting practices and procedures are performed in accordance with state laws and City policy.
- Identify problem areas that require modification of existing systems and works with department IT staff to identify processes to maintain or enhance permit or financial systems as required.
- Provides support for senior budget analyst and assists with special studies that require data compilation; analyzes and interprets information in oral and written presentations.
- Other duties as assigned.
- Knowledge of:
- Internal practices relating to employee time entry and fees for hourly billing process.
- Concepts relating to the development of operational controls and standards.
- Methodologies and techniques employed in business practice as applied to the maintenance of processes.
- Generally Accepted Accounting Principles and methods of accounting analysis.
- Principles and practices of organization and management.
- Ability to:
- Apply effective written and oral communication skills to explain, clarify, analyze and resolve sensitive and/or complex financial issues.
- Monitor and oversee daily operations and work flow of assigned financial function.
- Ability to work with large amounts of data, interpret financial records, detect errors and prepare financial reports.
- Provide effective training and guidance to less experienced employees and monitor employee performance as assigned.
- Exchanges information with internal and external customers.
- Requires positive customer relations skills, business acumen, and customer relations attitude.
EDUCATION, EXPERIENCE, AND OTHER REQUIREMENTS:
- Graduation from a 4-year college or university program related to business, finance or accounting.
- Five years of progressively responsible directly related work experience, or a combination of education and experience and training that provides the required knowledge, skills, and abilities.
- Experience with databases and spreadsheet programs utilized by the city, Excel and Crystal Report Writer; experience in use of city's central financial information system, JD Edwards, or related system.
- Experience using or working knowledge of the city's permit processing system, AMANDA or related system.
