JOB SUMMARY
Under the general direction of the City Manager, the Building Superintendent plans, organizes, and completes a variety of complex tasks to maintain all city facilities. Ensures scheduled maintenance is completed and coordinates projects with sub-contractors. Responsible for complex systems, which include but are not limited to heating, ventilation and air conditioning, electrical, and plumbing.
SUPERVISION
RECEIVES direct supervision from the City Manager.
EXERCISES supervision over building maintenance division staff.
ESSENTIAL JOB FUNCTIONS

Essential duties and responsibilities may include, but are not limited to, the following:
1) Administration
- Plan, organize and direct facilities maintenance operations and functions and renovation projects in City buildings.
- Establish departmental goals and objectives.
- Assist in the development and implementation of policies and procedures.
- Establish and maintain a preventative maintenance program.
- Oversee and assist assigned staff with administrative and operational duties in the daily operation and management of the maintenance of City buildings and facilities.
- Direct, oversee and participate in the development of the department's work plans.
- Assign work activities, projects, and programs.
- Monitor work flow; review and evaluate work products, methods, and procedures.
- Manage and monitor department budgets.
- Approve requests for purchase orders.
- Participate in the forecast of additional funds needed for staffing, equipment, materials and supplies.
- Evaluate the operations and activities of the department.
- Recommend and implement improvements and modifications.
- Maintain records and prepare reports.
- Provide information regarding department operation.
2) Equipment
- Identify equipment needs; develop specifications.
- Ensure equipment is maintained; coordinate maintenance of equipment with Fleet department.
- Ensure all personnel are properly trained on equipment for which they will be expected to use.
- Contact vendors/contractors and coordinate bids.
3) Projects
- Inspect City facilities to plan maintenance activities and to ensure compliance with building codes, and other safety standards.
- Prepare recommendations on building maintenance projects.
- Review plans, specifications, and blueprints with public works management personnel for current and future building maintenance construction projects.
- Oversee all outside contracts; i.e.., HVAC, pest control, janitorial.
- Provide technical guidance and develop specifications for supplies, parts and equipment and services requested of contractors.
- Inspect maintenance and project work in progress and upon completion.
- Ensure work orders are completed in a timely manner and maintain records and reports as required.
- Participate in manual labor with subordinates when needed.
- Meet with field personnel to discuss and resolve problems which may arise during construction or repair projects.
- Coordinate with the City Manager on assigned projects or emergencies.
4) Public Relations
- Respond to inquiries and complaints from residents, businesses, contractors, consultants, code officials related to building maintenance problems or issues.
- Coordinate maintenance and operations activities with other City departments and outside agencies.
5) Other Duties
- Perform related duties as assigned.
MINIMUM QUALIFICATIONS
Education, Training and Experience Guidelines:
A High School diploma or equivalent is required, and five (5) years of building maintenance experience, including
experience in electrical, plumbing, carpentry, and HVAC; three (3) years of which is in a managerial or supervisory role;
or equivalent combination of education and experience.
LICENSES AND/OR CERTIFICATIONS
- Must possess and maintain a valid Class C Texas driver’s license
.•May be required to obtain additional certification or licensure specific to area of assignment after date of employment at the City’s expense.
