What are the responsibilities and job description for the Parks and Recreation Lead Staff (Youth and Family Programs) position at City of Bloomington?

Primary Objective of Position:

Provide supervision of participants, plan, organize and instruct activities at various locations across Bloomington in cooperation with the Summer Leadership Team and Recreation Supervisor. Provide on site work direction to assigned Parks and Recreation Instructors and provide regular coaching and feedback to site team.

  • Examples of Duties:

    1. Provide a safe, fun and appropriate experience for all participants.
    2. Plans, organizes and directs activities at an assigned program site in cooperation with Summer Leadership Team. 
    3. Communicates regularly with Summer Leadership Team and Recreation Supervisor.
    4. Plans and prepares weekly calendar of activities; submit weekly attendance reports and written post-season evaluation of program and recommendations for next season 
    5. Responsible for all preparation, submitting, and reviewing all reports required on participants, staff, incidents and property damage.  
    6. Attends and participates in staff training and meetings.
    7. Attends and organizes participants for field trips.
    8. Provides support as needed for all participants and staff to create an inclusive environment onsite.
    9. Works as a team member to ensure the program’s compliance with the Americans with Disabilities Act and the Minnesota Human Rights Act.
    10. Follows staff policies and procedures.
    1. Ensures that all staff and program participants follow the established policies and procedures.
    1. Completes all other duties as assigned by Recreation Supervisor and Playground Coordinator.
    2. Adhere to and enforce state health guidelines.

    Minimum Qualifications:

    • Must be 18 years of age or older
    • Must have extensive availability from June 8 – August 14, with limited time off requests. 
    • Must be able to attend Lead and Specialist training May 30th-31st and assist in facilitating/preparing for staff training June 8th – 12th 
    • Must successfully pass a Criminal and Driving Background Check
    • Must have experience working with children/teens

    Desirable Qualifications:

    • Supervisory or Leadership experience.
    • High school diploma and relevant post-secondary course work preferred (recreation, sports and leisure, education, etc.).  
    • Proven experience working with youth. 
    • Experience working in community recreation or education programs.  
    • Knowledge and skills in leading activities, including sports, indoor and outdoor games, with an emphasis on elementary and middle school age youth.
    • Creativity and assertiveness to plan and implement activities.
    • Knowledge and understanding of child behavior, experience in recreational sports, games and arts and crafts, and an ability to relate with and supervise children successfully.
    • A willingness to learn about and support people with disabilities so they can participate fully in City sponsored Parks and Recreation programs.

    SUPERVISION OF OTHERS

    This position supervises on site Recreation Instructors and participants


    Anticipated Hiring Range:

    2026 Full Salary Range: $18.50-$21.64

    Seasonal; Non-Exempt; Non-Union; Benefits Eligible (Elidable for time off benefits)

    Seasonal position with 35 hours per week, Monday - Friday, June - August.

    BONUS INCENTIVES
    Commitment Bonus- A seasonal employee who works until at least August 14th will receive $100 bonus on their final paycheck.
     
    Referral Bonus– A seasonal employee who refers a new seasonal employee will receive $100 bonus on their final paycheck.   Referral paperwork required within one week of employees start date and both employees must be employed for the entirety of the scheduled season to be eligible.
