Assigned to: Solid Waste/Transfer Station
*Qualified applicants have the potential to start at the 
Equipment Operator II level ($21.61 - $29.17 per hour) 

Incumbents are responsible for operating light and medium standard maintenance equipment in order to complete a variety of maintenance and repair activities to utility systems, landfill, streets, sidewalks, curbs and valley gutters; directing traffic; excavating; and cleaning and maintaining equipment.

REPORTING STRUCTURE: Receives general supervision from higher level supervisory and management staff in assigned division.
1.    Performs maintenance duties, which may include crack sealing, patching potholes, sealing concrete, maintaining paved and graveled alleys and roads, utility and drainage system maintenance, removing snow, maintaining landfills, installing curbs and similar concrete work, and maintaining valley gutters.
   
2.    Drives and operates construction equipment including dump trucks, snowplows, equipment trailers, hydroexcavators, fork lifts, asphalt rollers and loaders.
   
3.    Performs minor repairs on equipment and reports the need for major repairs; checks and adjusts fluid levels; greases and lubricates parts as required; cleans and cares for tools and equipment.
   
4.    Operates and maintains a variety of light equipment and tools in order to perform basic maintenance activities.
   
5.    Identifies equipment needs for each assigned project.
   
6.    Picks up and transports refuse to appropriate dumping site.
   
7.    Periodically serves standby duty and/or must respond after hours and on weekends to emergencies.

8.    Represents the City of Casper by responding to the public, citizens, its employees, and others in a prompt, professional, and courteous manner while continuously maintaining a positive customer service demeanor.
   
9.    Performs other duties of a similar nature or level.
   
Knowledge (position requirements at entry):
Knowledge of:

•    Operation and maintenance requirements of trucks and light equipment preferred.
•    Basic infrastructure and maintenance practices and procedures preferred.
•    Practices, methods and materials used in construction and maintenance work preferred.
•    Applicable tools and equipment utilized in the trade preferred.
•    Safe work practices preferred.

Abilities (position requirements at entry):
Ability to:

•    Perform manual labor.
•    Be on call and respond to call-outs after hours, weekends and holidays, within the specified timeframe required by division.
•    Learn, use, and care for applicable tools and equipment.
•    Routinely demonstrate the City of Casper core values.
•    Follow all City safety rules and procedures and immediately report all accidents/incidents or unsafe conditions to a supervisor.
•    Operate a variety of less complex power-driven equipment.
•    Attach auxiliary pieces of equipment to power-driven equipment.
•    Learn the traffic laws, ordinances and rules involved in truck and equipment operations.
•    Perform a variety of construction and maintenance tasks.
•    Work independently or in a crew situation, as assigned.
•    Learn the practices, methods and materials used in construction and maintenance work.
•    Learn how to read and interpret blueprints, schematics and/or other technical drawings.
•    Learn the geography and street system of the City.
•    Communicate effectively verbally and in writing.
•    Follow written and verbal instructions and direction.
•    Maintain a neat and professional appearance.
•    Establish and maintain effective working relationships with those contacted in the course of work.

Skills (position requirements at entry):
Skill in:

•    Operating in a courteous, knowledgeable and tactful manner with staff and general public.
•    Oral and written communication, sufficient to exchange or convey effective information and to receive work direction.EDUCATION and EXPERIENCE:
•    High school diploma or equivalent (G.E.D.).
•    Must be at least 18 years of age.
•    Minimum of one-year experience performing maintenance work involving the operation of light and medium size equipment preferred.

Equipment Operator II:
A minimum of two years of experience performing maintenance work involving the operation of light to heavy equipment.

LICENSING and CERTIFICATIONS:
Licensing Requirements:

•    Possession of, or ability to obtain, a valid Wyoming Class B Commercial Driver’s License with
applicable endorsements per assigned division is preferred.

Equipment Operator II:
Possession of a valid Wyoming Class B Commercial Driver’s License with applicable endorsements per assigned division.

This position may be eligible to naturally progress to an Equipment Operator II. Prior to any natural progression, the Department Head must justify that there is an operational need, and budget accordingly, prior to an incumbent obtaining the necessary requirements, or regularly performing work at the higher level.

Driving records are required for all new employees regardless of the position's driving requirements. If the employee has not held a Wyoming driver's license for the last three years, the employee must provide at their own initiation and expense a driving record from their previous state(s) of residence.

Physical and Environmental Conditions:
City of Casper employees that perform safety sensitive tasks are subject to pre-employment and/or random drug testing. These tasks include, but may not be limited to:
•    Emergency response/rescue
•    Handling or working with hazardous materials, including chemicals as well as solid and liquid waste
•    Operating or maintaining water and wastewater systems
•    Maintaining City computer and data systems including networks, servers, communication systems, etc.
•    Driving for the City of Casper, whether essential or non-essential
•    Operating power-driven machinery or equipment
•    Handling confidential information, including personnel, health, financial, or attorney-client information
•    Working with or around children

Positions in this class typically require: stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, seeing and repetitive motions. Can include long periods of sitting or long periods of standing.

Medium work: Exerting up to 90 pounds of force using jackhammers occasionally and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift, carry, push, and pull or otherwise move objects, including the human body.

Incumbents frequently drive, operate equipment, or work outdoors in all weather conditions. Frequent work on or around moving motorized equipment is also expected. Employees in this class are often subjected to extremely wet or unsanitary environments, waste, wastewater, fumes/dusts, odors, chemicals, and excessive noise. May be subject to repetitive motion and vibration when operating tools and machinery.  Work requires the use of personal protective equipment including hard hats, eye protection, hearing protectors, gloves, safety vests, and safety shoes. OSHA mandated preventative vaccinations and periodic examinations for work exposures are provided.
