General Description
The Water Production/Reclamation Facility Operator Trainee is responsible for the operation and maintenance of the Water Reclamation Facility or Water Production Facilities in the proper treatment of wastewater or production and distribution of potable water for the City of Casselberry. An Operator Trainee works under the direction of their assigned Superintendent and within established policies and procedures. Plant assignment will be determined by the Public Works Department and will be dependent on the needs of the Department.
Examples of Essential Functions
1.0 If assigned to Water Production: Learns and implements the operation and maintenance procedures of the Water Production Facilities under the direction of the Water Production Superintendent or designated licensed operator. (95%)
2.0 If assigned to Water Reclamation: Learns and implements the operation and maintenance procedures of the Water Reclamation Facility under the direction of the Water Reclamation Superintendent or designated licensed operator. (95%)
3.0 Additional Duties and Responsibilities (5%)

Typical Qualifications
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
A. Education and Training: A High School Diploma or G.E.D. is required.
B. Experience: Previous experience in water and/or wastewater utilities is preferred but not required.
C. Certificates, Licenses and/or Registrations Required: Must possess and maintain a valid Florida Driver's license. A Motor Vehicle Record (MVR) check will be made to determine acceptance of past driving record. Must obtain a "C" water or wastewater state license within a one year period.
D. Security Clearance: Florida Department of Law Enforcement background clearance.
E. Knowledge, Skills and Abilities:
- Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of local, state and federal regulations affecting work.
- Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of departmental rules, policies and procedures.
- Knowledge of safety guidelines for water/wastewater facilities.
- Knowledge of safety regulations and practices and the ability to carry out and enforce.
- Knowledge of the principles, practices, equipment and methods used in water and wastewater treatment.
- Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of chemistry and laboratory procedures as applied to water/wastewater treatment.
- Knowledge (basic (I), intermediate (II), or advanced (III ) level depending on position) of Supervisory Control and Data Acquisition (SCADA) or similar software.
- Knowledge of appropriate Personal Protective Equipment (PPE) to use during performance of work.
- Ability to demonstrate safe and appropriate use of PPE during performance of work.
- Ability to establish and maintain effective working relationships with other employees and the public.
- Ability to operate a motor vehicle.
- Ability (basic to intermediate level) to utilize Microsoft Office Suite, e.g. Outlook, Work, and Excel.

WORK ENVIRONMENT & PHYSICAL DEMANDS:

A. Work Environment: This position performs the duties in a treatment facility setting. When in the treatment facility setting the noise level in the work environment is very loud. This position is also frequently exposed to various weather conditions, working near moving mechanical parts, working in high, precarious places, fumes or airborne particles, toxic or caustic chemicals, working on slippery or uneven surfaces, disease/blood/bodily fluids, excessive or poor lighting and works in or with moving objects/vehicles.
B. Physical Demands: The primary functions require frequent periods of standing, walking, bending, driving, and using hands to handle or feel. Occasionally this position will be required to sit, push, pull, climb or balance, stoop, kneel, crouch or crawl, and reach with hands and arms. In addition, this position may be required to occasionally lift and carry up to fifty (50) pounds with or without assistance of another person or utilization of lifting equipment. This position is regularly required to use vision, smell, speech and hearing, with or without assistive devices.
C. Equipment/Tools and Technology Used: This position utilizes the following tools and equipment while performing the duties of the job: City vehicle, computer, printer/peripherals, assorted hand tools, lab equipment (i.e. pH meter, chlorine meter, turbidity meter, microscope, scales, ORP meter, deionized water), in-line operational equipment, auto-samplers, pumps, motors and valve keys.
D. Employee Infection/Exposure Risk Classification: Category I: Employee is required to perform tasks that involve exposure to blood, bodily fluids or other potentially infectious materials (OPIM). All procedures and other job-related tasks that involve a potential for mucous membrane or skin contact with blood, bodily fluids or OPIM, or that involve a potential for spills or splashes are Category I tasks.
