The Senior Project Manager performs advanced professional and complex skilled and technical work overseeing the success and all phases of project life cycle from conception/initiation through closing, involving projects of substantial cost, scope and complexity. This position is assigned to Charlottesville Area Transit where the incumbent will serve as the principal point-of-contact for assigned CAT Projects which include capital infrastructure processes, and Federal Transit Administration (FTA) capital project compliance and long-range infrastructure development. Including responsibility for incorporating alternative fuel vehicles into Transit’s fleet, requiring exploration of Federal Transit Administration (FTA) capital grant process. Work is performed under limited supervision and reports to the Public Works Capital Development Manager. 

The preferred hiring amount is between $84,504.96 - $108,266.40 Annually. Starting offer is based on applicable education, experience, and internal equity.   • The City of Charlottesville manages its own retirement system and does not participate in VRS, however the City has a Portability Agreement with VRS and there are certain provisions that must be met.   • Serves as principal point-of-contact for assigned projects, managing and developing projects through all phases throughout the life of the project, including, but not limited to, RFP/RFQ development, project program planning, design development, scheduling, budget development, construction oversight/management, and warranty compliance.
  • Oversees CAT projects which include capital infrastructure processes, and Federal Transit Administration (FTA) capital project compliance and long-range infrastructure development.
  • Responsible for incorporating alternative fuel vehicles into Transit’s fleet, requiring exploration of Federal Transit Administration (FTA) capital grant process.
  • Develops and manages projects as a team lead including guiding and coordinating with City staff and external consultants.
  • Develops a project plan for each assignment which identifies and defines the scope and objectives of each project, involving all stakeholders in the planning/implementation, identifying and considering stakeholder work processes, equipment, facilities, and budget.
  • Ensures compliance with all specifications and associated laws, rules, regulations, codes, policies, and safety standards; and applying industry best practices and approaches.
  • Develops and coordinates detailed project work schedules, cost estimates, and coordinates the acquisition of necessary project construction which may include easement and right-of-way agreements.
  • Conducts research, cost-benefit analyses and other studies for project planning and compliance.
  • Provides administrative support by managing tracking of financial and data information, reviewing and approving processes requiring regulatory approvals, reviewing and approving pay applications, change orders, records and report management.
  • Advises management on cost-planning, scheduling, control and productivity analysis, provides financial management oversight and reports on business results.
  • Advises management on work distribution, and scheduling issues; facilitates internal processes and scoping meetings.
  • Plans and monitors project activities to mitigate risk, including compliance with OSHA and/or ADA regulations.
  • Documents project actions and decisions, maintaining records, ensuring accountability of actions including fiscal actions and keeping City staff well-informed of project status.
  • Participates in the recommendation and selection of outsourced consulting services required for projects which may include project design professionals, right-of-way agents, technology specialists, third-party testing and verification experts, acquisition of agreements, and other professionals.
  • Attends and participates in meetings and presents project information and updates to stakeholders, including but not limited to department leadership, elected officials, the general public, and boards or committees such as School Board, COP Committee, Planning Commission.
  • Maintains a high level of customer services, support, and communication with stakeholders including researching and resolving complaints/issues/discrepancies, recommending changes to improve services to the public and/or other customers while improving the project plan design.
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and reliable attendance.
  • Subject to being called back to work to the City in emergencies or as needed to provide necessary services to the public.  Must have the ability to be contacted and respond based on Departmental guidelines.
Other Duties
  • Performs additional duties to support operational requirements as apparent or assigned.
Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Bachelor’s degree in construction management, architecture, engineering, or related area AND 5 years of comprehensive experience managing full life-cycle of complex projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction).
OR
  • Associate degree/Technical School degree in construction management, architecture, engineering, or a related technical design area AND 7 years of comprehensive experience managing full life-cycle of complex projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction).
OR
  • High School diploma or GED AND 9 years of comprehensive experience managing full life-cycle of complex projects related to assigned area (building/structural; utilities; transportation; accessibility; and/or construction).
OR
  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.
Certifications/Licenses/Other Requirements
  • Must obtain and maintain a valid Virginia Driver’s License and acceptable driving record according to city criteria.
  • Required to successfully pass a pre-employment background check and pre-employment drug screen.
Preferred:
  • Master’s degree in construction management, architecture, engineering, or related area.
  • Significant experience directing/managing a variety of complex projects of significantly large scale and of considerable cost.
  • Engineer In Training (EIT), Professional Engineer (PE) License, or Project Manager Professional (PMP), and/or Master level HVAC or Electrical license; depending on position.
  • Certification in project management with a professional organization such as AIA, USGBC, ASLA, or IDSA.
  • When assigned to Transit (CAT), experience with FTA rules and regulations and monitoring/managing federal grant projects.

  • Comprehensive and practical knowledge of project management principles, practices, methods, approaches, and procedures, including plan development, budget development, design and construction processes, life-cycle planning, facility needs analysis and space management.
  • Comprehensive technical knowledge in a variety of large scale, considerable cost, complex projects assignments.
  • Thorough knowledge of complex design and construction processes and techniques used by architectural and engineering firms including schematics and construction projects.
  • Thorough knowledge of applicable local, state, and federal laws, construction codes, regulations, policies, and procedures, OSHA and/or ADA requirements.
  • Thorough knowledge of applicable mechanical systems, designs, services, construction processes, techniques, and installations of the industry and by engineering firms.
  • Thorough knowledge of procurement practices of goods and services with a complete understanding of the Virginia Public Procurement Act and relevant City ordinances.
  • Thorough knowledge of the respective industries and markets from which implementation of the projects will be performed (e.g., construction documents and specifications).
  • May require thorough knowledge of LEED initiatives and low-impact techniques.
  • General broad knowledge of the industries, regional market conditions, and service providers within the market region.
Reading
  • Advanced: Ability to read, evaluate, and understand complex material including laws, codes, regulations, contracts, complex design and engineering plans, specifications, and drawings, etc. As well as technical analyses, financial reports, and/or legal documents.
Writing
  • Advanced: Ability to organize and develop clear and concise complex written materials such as plan and design of complex projects and documents including idea/inception, research, specifications, drawings, development, contracts, monitoring to conclusion all which require extensive reporting responsibilities. Ability to tailor information to specific audiences and explain complex information and ideas.

  • Advanced: Ability to apply fundamental concepts of theories, works with complex mathematical calculations, operations, and analyses to develop and monitor projects, budgets, resources plans, and cost-benefit analysis of a large scale. Advanced ability and knowledge in procurement of contracts, goods, and services.

  • Advanced: Explains complex and technical information to a variety of individuals, makes presentations, resolves complex problems with multiple stakeholders. Communicates current and revised policies and makes recommendations regarding implementation. Interactions may involve communicating controversial positions and presenting sensitive issues. Establishes and maintains effective working relationships with City officials, team members, contractors, regulators, citizen groups and others.
Independence and Decision-Making
  • Requires Limited Direction: Normally completes work according to their own judgment, requesting supervisory assistance occasionally. Manages special projects with little oversight and assignments may be reviewed upon completion. Performance reviewed periodically. 
Technical Skills
  • Advanced: High level skills and extensive knowledge in design, renovation, specifications, and construction practices and principles. Independent judgment and decision-making abilities are necessary to apply technical skills effectively. Advanced computer skills in industry-related (project management) software programs and applications, associated hardware support, and Microsoft Office applications.

  • Manages costly advanced, complex projects ensures accountability of all funds, including financial tracking and data. Completes research for documents, compiles data for computer entry, and/or enters or oversees data entry. Has responsibility for monitoring and forecasting projects and contract expenditures; approving within established guidelines.

  • Serves as a team lead guiding or overseeing the work of project team members. Depending on assignment, may be responsible for the supervision of project or contract managers, including performance evaluation, discipline, and monitoring work goals/assignments

  • Outdoor work may involve an environment typical of that of an active construction site, which may include uneven terrain.
  • Must be able to communicate information and ideas so others will understand.  Must be able to exchange accurate information in these situations.
  • Ability to observe details at close range (within a few feet of the observer).
Machines, Tools, Equipment, Software and Hardware:
  • Computer software including Microsoft Office, CAD and other industry-specific design and construction applications.
  • Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned.  
Work Environment:
  • Work is typically performed in an office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust.     
  • Work is indoors for the planning of projects, meetings with stakeholders and completing administrative duties.
  • Outdoor work is required to monitor and evaluate work projects, including at active construction sites, to assess progress and deal with concerns and issues, which may include uneven terrain, varying temperatures, brightness, and weather conditions; allergens, dust/dirt, fumes, electrical currents, in high or precarious places, in or around vibrations, moving parts, or traffic/roadways. The noise level at work sites may be loud.
  • Expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned.
