Nature of Work:

            This is responsible and technical work in the theory and operation of a water treatment plant. Work is performed on an assigned shift according to the Water Supervisor.

            Responsibility in this classification is for understanding the theory and operation of water treatment, to insure proper plant operations and a good quality effluent.

            Work is performed with considerable independence, but a departmental superior gives instructions for any special assignments. The operator’s work will be reviewed through visual observation of plant performance, through daily laboratory testing, and daily operational reports by the supervisor.

Essential Job Functions:

            Operates all equipment in the plant with process control computer or in manual mode, i.e. upflow clarifiers, rapid sand filters, metering pumps, centrifugal pumps, lime slakers, electrical power generator, and other related plant equipment.

            Detects and diagnoses defects in plant operations and takes corrective action.

            Uses process control computer to monitor and control the water treatment processes, reservoirs, and well fields.

            Observes, reads, and interprets computer, instruments, and gauges, making any needed adjustments for efficient operation of the system.

            Collects various samples and performs physical and chemical tests daily.

            Keeps clear and concise records and reports.

            Keeps logs and other records needed for daily plant operations.

            Cleans and maintains the water plant’s buildings, grounds and well fields.

            Performs preventive maintenance, minor maintenance, and assists with mechanical and electrical/instrumentation maintenance as needed.

            Hauls sludge and works in relief of others as needed on any shift.

            Must be able to stoop, bend, squat walk up and down several flights of stairs, ascend and descend on a ladder, and lift heavy objects (within reason).

            Performs any number of unspecified duties in an emergency or as instructed by the Utilities Director.

            Performs related work as required.

Critical Skills/Expertise:

            Thorough knowledge of the theory, methods, and principles of the operations in a water treatment plant.

            Considerable knowledge of the water process equipment and how it operates.

            Thorough knowledge of the physical and chemical treatment processes involved in the water treatment plant.

            Knowledge of performing physical and chemical analysis on the water.

            Must be able to work in harmony with others and must have good public relations skills.

            Must have good communication skills.

Equipment:

            Upflow clarifier, rapid sand filter, metering pumps, centrifugal pumps, lime slaker, well pumps and motors, lime sludge equipment, electrical power generator, lawn mowers, hand tools, power tools, lab equipment, and computer. Any and all equipment necessary for proper plant operations.

Required Experience/Training:

            A high school diploma or GED.

            A valid Ohio driver’s license and insurability under the City’s fleet coverage as required.

            A Class I OEPA Water Supply Operator’s Certificate.

            A commercial driver’s license (CDL) if deemed necessary by management according to departmental policy.

            Courses in water treatment and related subjects as required (OTCO, etc.).

            Must pass a physical examination as well as a drug and alcohol test by a doctor and medical laboratory designated by and paid for by the City of Chillicothe.

Job Location:

            The Water Treatment Plant, well fields, lime sludge facility, reservoirs, elevated storage tanks, pump stations, and anywhere inside or outside the City limits as required by job duties.
