Entry Salary Range: $101,130 - 131,469  (Depends on Qualifications)

POSITION OPEN UNTIL FILLED

Under administrative direction, the Engineering Division Manager performs professional and administrative engineering work in the oversight, coordination, and management of all Engineering Department activities.

This recruitment is for our Public Works Department.
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:

  • Ensures that public works capital improvement projects are designed, permitted, and completed in a technically sound, timely, and professional manner; manages projects and provides direction for staff providing project management directly. 

  • Oversee junior engineer mentoring program including in-house design capabilities.  Personal design experience to develop junior engineers and review in-house designs is highly desirable.  

  • Plans, coordinates, and manages the operations of a division of the Engineering Department; provides management, direction, and guidance to the staff and ensures the effective and professional completion of all department activities.? 

  • Reviews, evaluates, and determines scope of work for various work orders, projects, and contracts; attends monthly status meetings of projects, develops strategies for achieving goals, and ensures completion. 

  • Oversees in-house design activities including review of all in-house designs prior to implementation. 

  • Applies and implements technical and professional expertise to large and complex engineering projects and associated personnel; handles more complex and challenging engineering and personnel related issues and concerns. 

  • Prepares and maintains project budgets and schedules; participates and assists in the development and implementation of budgets and resource allocation. 

  • Coordinates, develops, and implements the design and development of specifications for construction of city facilities; responds to utility emergencies, investigates issues, and makes recommendations for future construction and repair. 

  • Administers, manages, and oversees consultant agreements for engineering services provided to the City by consulting engineers and architects; monitors contract details and ensures the completion of contract deliverables. 

  • Prepares reports and feasibility studies; collects data, compiles information, and presents details to directors and City decision makers.

  • Plans, prioritizes, and schedules work assignments of staff engineers; manages workload and daily staff activities; handles personnel issues and provides performance feedback and evaluation; delivers technical guidance to staff.? 

  • Performs other duties as assigned. 

Licenses, Certifications, and Equipment:
A valid State driver's license is required.

Possession of a State of Florida Professional Engineering license is required OR candidates with an out of  state Professional Engineer license are also acceptable with the ability to obtain Florida license within one (1) year from hire date.


 
Education and Experience:
Bachelor's Degree in Civil or Environmental Engineering or a related engineering field AND five (5) years experience in professional engineering work (engineering management and design experience is high desirable); OR an equivalent combination of education, training, and experience may be considered.  

Knowledge of 

  • Modern civil engineering terminology and principles 

  • Federal, State, and local permitting requirements related to engineering projects 

  • Drafting and civil engineering computer design and operations 

  • Mathematics through trigonometry and its application to field surveying and engineering computations 

  • Procurement, cost analysis, project management, and contract administration 

  • Construction, inspection, and maintenance of construction projects 

  • Principles and practices use in property location and topographic surveying 

  • Department policies and protocols 

Skill in 

  • Managing subordinate personnel and oversees contracted labor 

  • Preparing and administering budgets 

  • Inspecting work for compliance with plans and specifications 

  • Negotiating with regulatory agency staff to obtain construction/operation permits 

  • Preparing budgets and construction estimates 

  • Plans, designs, reviews, and manages difficult or challenging engineering projects 

  • Establishing and maintaining good relationships 

  • Dealing tactfully with the public 

  • Operating a computer with general proficiency 

Salary : $101,130 - $161,809
