TARGET ENTRY SALARY: $80,793 - $88,872 DOQ
POSITION OPEN UNTIL FILLED
Under administrative direction, the Human Resources Assistant Director oversees, plans, supervises, and coordinates all personnel programs for the city. Assists in the direction of Employment and Testing, Benefits,
Publication and Awards, Training, Records Administration, and Pay and Classification activities.
DUTIES AND RESPONSIBILITIES:
Essential Functions: -- Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
Recruitment, Development, and Information Systems
- Plans, organizes, supervises, and manages the development, implementation, and maintenance of major personnel programs; confers and collaborates with departmental managers regarding matters of personnel administration and developing policies and procedures consistent with the City's mission.
- Coordinates and supervises testing and employment services, monitors, and administers benefits and training, determines awards, and provides extensive leadership for department personnel and other
City staff.
- Maintains and oversees the classification and pay plans for the city employees; assists in surveys and studies of fringe benefits, salary, and classifications; supports the development of bargaining strategy and the costing of proposals.
- Interprets, explains, and administers personnel policies and procedures; communicates and provides information regarding personnel programs for administrators, managers, or individual employees.
- Assists and supports in the preparation of the budget and control of departmental operations; ensures adherence of programs to budget guidelines and performs work method studies and cost analyses within various departments; assists in the development and recommendation of procedural and operational changes.
- Manages and monitors all comprehensive employee and human resources records; performs position audits, conducts analysis of economic and salary trends, and serves an FLSA expert; advises upper and middle management on issues related to ADA and FMLA.
- Provides administrative leadership and direction in the absence of the Director; supervises all departmental operations through management of personnel and various operating divisions; reviews and communicates with staff to ensure effectiveness of programs.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS:
Licenses, Certifications, and Equipment:
- A valid State driver's license is required.
- PHR/SPHR or a similarly recognized certification in Human Resource Management is preferred.
Education and Experience:
Bachelor's Degree in Human Resources, Public or Business Administration, or related field AND seven (7) years of professional-level experience in human resources management, supervision, and administration; OR an equivalent combination of education, training, and experience.
