Deputy Inspector General of Investigations

Office of the Inspector General Overview: The City of Cleveland Office of the Inspector General (OIG) is committed to enhancing the integrity, accountability, and efficiency of the Cleveland Division of Police (CDP) by conducting independent and objective audits, investigations, and evaluations. We strive to determine compliance, effectiveness, and consistency with state and federal laws; promotion of public and officer safety; and alignment with principles of bias-free policing and community policing that uphold procedural justice and constitutional policing. Through transparent, rigorous reporting and actionable recommendations, we aim to maintain continuous improvement and foster public trust in CDP's operations. OIG is seeking a skilled and dedicated Deputy Inspector General of Investigations (Deputy) to continue building a dynamic office and investigations unit based on integrity, rigorous, and objective oversight. The office has been rebranded and rebuilt to best serve the City of Cleveland’s residents and employees by its commitment to overseeing an evolving public safety system.

Examples of Duties

(Title changed from Executive Assistant) Under administrative direction, is responsible for planning, managing, developing work rules, training, coordinating, and administering all activities and personnel of such staff positions as administration, citizen participation, research, and finance, and manages such personnel as are assigned to specific functions in the performance of the necessary duties. Performs other job-related duties as required.

Minimum Qualifications

A High School Diploma or GED is required. A Bachelor's Degree is required. Four years of full time paid management or administrative experience is required. (Substitution: Two years of experience may substitute for each year of college education lacking. A valid State of Ohio Driver's License is required.

Additional Duties

  • Conducts high-level analysis of physical, circumstantial, and statistical evidence
  • Communicates with the Inspector General for clarification and guidance as necessary and updates investigative work
  • Conducts interviews with complainants, witnesses, and City of Cleveland employees to gather facts and evidence relating to allegations of misconduct
  • Develop and maintain a system of investigative review and oversight of the Office of Professional Standards
  • Assists in developing training on investigative procedures and is the primary lead of training entry level investigators regularly
  • Prepares and reviews detailed reports of complex investigations, or special projects as directed by the Inspector General, that include findings and recommendations

Preferred Qualifications:

  • Advanced knowledge of:
    • Investigation methods, techniques, practices, and procedures
    • Evidence collection procedures and record keeping methods
    • Interview techniques
    • Drafting investigation reports and summaries with sound and logical conclusions;
  • Professional performance auditing, analytical, or policy work experience;
  • Professional certifications related to investigations;
  • Education in Criminal Justice, Legal, or other related fields of study;
  • Two years of professional work experience in the performance of fact-finding analysis, investigative research, or reporting work;
  • Experience in government investigations and inspections;
  • Experience utilizing investigation management software;
  • Ability to actively listen and learn when receiving and learning new or updated information;
  • Demonstrated experience working with diverse communities.
