Fiscal Manager
Under general direction, supervises, coordinates, and monitors fiscal operations of a City Division or Department. Prepares budget and financial statements. Performs other job-related duties as required.A High School Diploma or GED is required. A Bachelor's Degree in Accounting, Business, or related field from an accredited four year college or university is required. Five years of full time paid experience in an Accounting-related field is required. Two years of full time supervisory experience (which may or may not be included in the five years accounting experience is required). Must be proficient in Microsoft Office. A valid State of Ohio Driver's License is required. Must be able to lift and carry a minimum of 30 pounds.Additional Responsibility:
  • Must learn about the water, sewer, and power industry and how the financial rules apply within the department.  
  • Manages the financial side of grants and loans including nominations, applications, financial reporting, and tracking.  Works closely with various areas within the department receiving funding to ensure operational compliance is met as stated within the grant/loan agreement.  Researches and apply for new grant opportunities.
  • Develops and oversees annual budgets for the various divisions in the Department of Public Utilities.  Ensures that all expenditures are within budget throughout the year.   Forecasts budget spending during the year, and update management as needed.
  • Works with operations management to ensure compliance with budgets and address concerns as needed.  Maintains open and strong communication skills to interact and work with operations management and staff to understand financial needs and provide support.
  • Runs financial reports from the City’s financial system and analyze budget spending using Excel. Discusses any areas of concern with managers.  
  • Creates monthly capital reports, track capital budget spending including multiple funding sources.  Ensure all grant/loan opportunities related to capital are reported accurately.
  • Understands revenue sources and reports. Reports the monthly revenue vs receipts collected. Projects revenue for the current year and future years as needed.  Analyzes discrepancies and address as needed. Learn how to run reports from the billing system to use in revenue analysis.  Works closely with the billing division to gain a sound understanding of how the system works and what reports are available.  
  • Assists in debt issuances, rate studies, and fill in for other Fiscal Managers as needed.
  • Provides support and guidance to Staff Accountants.
  • Performs other job-related duties as required.
Additional Requirements
  • Working knowledge of Capita Projects, Grants, Loans, Revenue and Debt Issuances is highly preferred.  
  • Four years government accounting experience, including enterprise accounts is highly preferred.
  • Proficiency in Microsoft Office, including Word and Excel, Excellent written and oral communication skills, good time management is highly preferred.
  • Must possess good organizational and time management skills.
