The City of Corona has an exciting opportunity to join our Human Resources Department as a Human Resources Analyst. The Human Resources Analyst performs complex and varied technical, professional, and confidential work required to administer human resources programs. Candidates who possess experience in recruitment, job analysis, classification and compensation, labor relations functions are highly desirable.
This position has a 4 x 10 work schedule, Monday through Thursday and allows for casual dress attire. This position also accrues executive leave (27 hours per quarter) in addition to regular annual leave.
Knowledge & Education
- Knowledge of federal, state, and local laws, regulatory codes, ordinances, and procedures relevant to assigned area of responsibility.
- Knowledge of principles, practices, and techniques of human resources administration in a public agency setting, including recruitment and selection, job analysis and classification, compensation analysis and administration, compliance with labor laws, training and development, labor relations and risk management.
- Knowledge of techniques for collecting, interpreting, and reporting complex and technical data and information.
- Knowledge of complex arithmetic and statistical techniques.
- Ability to conduct complex research projects on a wide variety of human resources topics, evaluate alternatives, make sound recommendations, and prepare effective technical staff reports.
- Ability to interpret, explain, and ensure compliance with City policies and procedures, complex laws, codes, regulations, and ordinances.
- Ability to maintain confidentiality of sensitive personal information of applicants, employees, former employees, and other matters affecting employee relations.
- Ability to effectively represent the department and the City in meetings with governmental agencies, contractors, vendors, labor groups, and various businesses, professional, regulatory and legislative organizations.
- Ability to prepare effective reports, presentations, and outreach materials including recruitment and training materials, staff reports, and a variety of correspondence.
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
- Equivalent to a bachelor’s degree from an accredited college or university with major coursework in human resources management, public or business administration, or a related field.
- Five (5) years of increasingly responsible experience in human resources, risk management, or public administration.
- Must possess a valid California Driver's License, to be maintained throughout employment.
- An upbeat attitude, eager to participate and actively engage in all aspects of the organization.
- Passion for producing outstanding quality of work.
- A genuine interest in supporting employees, departments, and co-workers.
This position is FLSA Exempt, ineligible for overtime compensation.

THE ORGANIZATION
The City of Corona is a General Law city operating under a Council-Manager form of government. Policymaking and legislative authority is vested in the City Council, consisting of a Mayor and four Council Members. Members of the City Council are elected by District to a four-year term. The Mayor is selected by the Council and serves as the presiding officer for one year.
The City is organized into the following departments/organizational units: Community Services, City Manager’s Office, Economic Development, Finance, Fire, Human Resources, Information Technology, Legal and Risk Management, Police, Planning & Development, Public Works and Utilities. Oversight of these departments is divided between the City Manager and two Assistant City Managers.
