The City of Cupertino is currently recruiting for a Public Works Inspector. Under direction, the Public Works Inspector makes field inspection on the methods and materials used in public and private improvement projects to ensure compliance with City standards, approved plans and specifications, and construction and safety practices; and performs other office and field related work as required.
 
This position is responsible for interpreting, analyzing, identifying, and reviewing public/private construction projects for conformance with established engineering principles. The incumbent must be able to successfully communicate with developers, contractors, and property owners over the phone and in face-to-face situations.

Inspect the methods and materials used in the construction of public works projects such as streets, sidewalks, curbs, gutters, storm drains, subdivisions, traffic signal equipment, subdivision improvements and other public works projects.
 
Assures contractors compliance to plans, specifications and applicable safety regulations.
 
Communicates with affected property owners regarding inconveniences or answer any related questions.
 
Investigates, responds to, and resolves complaints arising from construction activity.
 
Monitors progress of construction work, contracts, and schedules.
 
Documents constructed quantities of work completed.
 
Interprets and enforces construction plans and specifications and determines construction variations.
 
Applies remedial action within limits authorized by supervisor. 
 
Directs field tests of soil, asphalt, and concrete as necessary.
 
Assists engineers with needed field investigation assignments for various projects.
 
May act as project inspector on large construction projects; meet with contractors, surveyors, and interested parties.
 
Maintains records of work in progress, materials used, and prepares written daily inspection reports for all development, public works, and capital improvement project inspection results.
 
Recommends progress payments during the construction period and final payment after the job is finished.
 
Performs all functions incidental to public works inspection, make final inspections and prepare formal reports for the acceptance of completed construction.
 
Performs other duties as assigned. 
 Knowledge of:
 
The principals and practices of engineering as related to design, construction and maintenance of streets, sidewalks, drainage, and other public facilities.
 
The methods and materials used in the testing of construction materials; the laws, codes and standards applicable to public works construction.
 
Office methods, procedures, software, and equipment.
 
Basic mathematics, including algebra, geometry, and trigonometry as applied to construction inspection work.
 
Ability to:
 
Deal tactfully and work effectively with contractors while enforcing contract specifications.
 
Read and interpret engineering plans and specifications.
 
Make engineering computations.
 
Gather Data, assemble reports and maintain accurate records.
 
Work cooperatively with other employees, contractors and the general public.
 
Communicate clearly, both orally and in writing, with contractors and City staff.
 
Work outdoors in various weather conditions.
 
Have sufficient mobility to inspect construction projects in the field.
 
Provide outstanding customer satisfaction (internally and externally).
 
Demonstrate initiative and exercise good judgment in the performance of duties.
 
Work independently and as a team member; recognize and set priorities and meet deadlines.
 
Operate a computer using word process and business software and other office equipment.
 
Observe safety principles and work in a safe manner.
 
Education and Experience
 
Any combination equivalent to completion of the twelfth grade and two years of responsible experience in sub-professional engineering work involving construction and engineering inspection. Experience and /or certifications with sampling and testing of concrete, asphalt, soils, construction materials and traffic signal systems construction is desired.
 
Licenses and Certifications
 
Must possess a valid California Motor Vehicle Operators License.
 
Physical Demands

 While performing the duties of this job, the employee is regularly required to talk or hear. Employee frequently is required to sit, stand, walk, use hands and fingers to handle or feel objects, tools, or controls; reach with hands and arms; climb or balance; stoop, kneel, or crouch. Employee must occasionally lift and/or move up to 40 pounds. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, and depth perception, the ability to adjust focus.
 
Environmental Elements

 Employees generally work 30% indoors and 70% outdoors. The work environment indoors is usually in a temperature-controlled office; some travel is required. While performing the duties of this job outdoors, employees occasionally work in varying weather conditions, visiting developed and undeveloped sites in various stages of construction. Noise level in the work environment is usually moderate but the employee may occasionally be exposed to high level noises and hazards including but not limited to outdoor construction equipment.
