Water Treatment Plant Operator
* Please note the hours of this position requires some third shift work (11PM-7AM)
GENERAL STATEMENT OF DUTIES:
This is technical work in the operation of water treatment plants, reservoirs, wells, storage tanks, pumping stations and pressure regulating facilities. An employee in this class is responsible for the proper operation, care, and maintenance of water treatment and distribution equipment. Work involves responsibility for proper operation and regulation to meet all drinking water standards. Collects samples, conducts analysis and adjust process as necessary.
DUTIES AND RESPONSIBILITIES:
- Reads and records meters and performs calculation with data obtained.
- Completes computer spreadsheets for flows, dosages, utilities and other data
- Set dosage rates on chemical metering pumps.
- Change charts on recorders.
- Maintain log and other records.
- Check pumps and motors for proper operation.
- Backwash filters.
- Transfer chemicals.
- Assist with the repair of equipment.
- Perform preventive maintenance of equipment.
- Maintains chemical inventory.
- Schedule and receive chemical deliveries.
- Change chemical tanks to insure proper water treatment.
- Inspect dams, tanks, and wells for leakage and abnormal conditions.
- Performs building and ground maintenance.
- Performs water quality analysis, including, but not limited to: pH, turbidity, coliform, chlorine residual, color, and odor.
- Assists with Public Utilities Department projects.
- Communicates with customers, public and other departments. This includes complaints, water main breaks, sewer problems, call before you dig notices and relays information to appropriate personnel.
- Receives alarms and contacts appropriate personnel.
- Performs related work as assigned.
MINIMUM QUALIFICATIONS AND REQUIREMENTS:
Knowledge/Abilities/Skills:
Required High School Diploma or General Education Degree (G.E.D.) equivalent. Must possess and maintain a license to operate motor vehicles in the State of Connecticut. Must understand and speak English. Requires good reading, math, writing, scientific, and verbal communication skills; mechanical aptitude; and the ability to read, interpret, and record data from meters, gauges, scales, panels, computer consoles, and other equipment. Ability to operate a personal computer. Knowledge of basic software (ie: MS Word, MS Excel, etc). Ability to maintain accurate written and electronic records and complete reports. Ability to inspect and detect flaws in the operation of mechanical equipment. Ability to interpret technical drawings. Ability to understand and follow oral and written instructions. Ability to follow safe work practices. Ability to work independently without direct supervision. Ability to work shift work (1st, 2nd and 3rd) and flexible schedules.
- Must be capable of performing strenuous work.
- Must be able to work in and around tanks.
- Must be able to use personal protective equipment.
EXPERIENCE AND TRAINING:
One year’s experience in the field of water, wastewater, plumbing, irrigation, fire sprinklers, leak detection, environmental science, utility construction or related fields is desirable.
Must obtain Water Treatment Plant Operator certification, Issued by the State of Connecticut at the following minimum intervals:
- After 2 years of employment – Class 1
- After 4 years of employment – Class 2
- After 6 years of employment – Class 3
- After 8 years of employment – Class 4
SUPERVISION RECEIVED:
Works under the direct supervision of the Chief Operator and the Chief of Water Quality and Technical Services.

1. Application Review
The Civil Service Commission is responsible for reviewing the applications to determine if they are complete and meet the minimum requirements for the position. The Commission will review all the applications for the position during their monthly meeting following the closing date of the position.
If an application is accepted by the Civil Service Commission, then the applicant will be notified in writing and will be informed of the next step in the process. If the Commission does not accept an application, the applicant will also be notified in writing.
2. Testing
Once an application is accepted by the Civil Service Commission, the applicant will be notified in writing of the next steps in the testing process. Each test phase must be passed in order to continue to the next level of the selection process. The examination for this position will consist of the following parts:

It is the applicant’s responsibility to adhere to the City’s testing schedule. Unless otherwise stated, there will be no make-up examinations or alternative examination dates.
If an applicant fails the test, the applicant will be immediately eliminated from consideration for this hiring process.

Reasonable Accommodations in the testing process:
All requests for reasonable accommodations in the testing process along with medical documentation establishing the need for the accommodation must be submitted to the City of Danbury Human Resources Department no later than the closing date of applications.
3. The Eligibility List
A passing average score of “70” on the above test will place an applicant on the Eligibility List in rank order. The rank on this list is established according to the scores on the exam(s) indicated above plus any additional applicable veterans and/or residency points awarded. The resulting list is then certified by the Civil Service Commission and will be used to fill vacancies as they occur, as per Civil Service Rules.
If the list is not exhausted, it remains in effect for one year. However, the Commission can decide to extend an eligibility list for one additional year.
Participation in the testing and recruitment process and/or placement on an eligibility list does not guarantee a continuance in the remainder of the hiring process nor does it imply or constitute an offer of employment.
4. Additional Testing Requirements
Once the eligibility list is certified, depending on the number of vacancies, candidates with the highest ranking on the list will be interviewed by a panel of City Officials. As future positions become available, applicants are interviewed from this list based on their ranking for as long as the list is active.
Those candidates selected through the panel interview will continue in the selection process by participating in an additional series of testing which may include but is not limited to background checks, drug screens, medical physical, etc. Once again, each test phase must be passed in order to continue to the next level of the testing process. If any one of the test phases is not passed, the candidate will be immediately eliminated from consideration for this hiring process and subsequently removed from the eligibility list.
