What are the responsibilities and job description for the Quartermaster position at City of Doral?

The Incumbent is responsible for the ordering, stocking, tracking and dispensing of supplies and equipment within the Police Department, and their personnel, both civilian and sworn. The supplies, equipment, and functions are varied, but include the following: Police documents, including all police report forms, traffic and parking citations. Evidence Unit supplies. Crime Scene Unit supplies. Police equipment, including ticket holders, flashlight covers, traffic vest, whistles etc. Police Uniforms, including standard and class A uniforms for Officers and Police Service Aides, specialized uniforms for Field Force, Honor Guard, and Traffic Units, rain gear and winter wear. Storage of PPE Equipment and supplies. Annual Asset Inventory, including the tracking of all assets, once a year.This position is classified as a non-exempt, full-time position with a 40 hour work-week.Essential Functions:

  • Maintains and orders supply of uniforms, duty gear, portable radios, guns, body armor, badges, and other required equipment for officers and staff. Conducts an annual audit of department issued equipment.
  • Works with newly hired officers/staff to establish uniform and duty gear needs, issues equipment; instructs officers about what items they are authorized to order/carry; measures/fits employees for uniforms.
  • Contacts vendors equipment, cost estimates, and product specifications. Assist in the evaluation of products and supplies. Participates in the preparation of bid proposals and completes formal and informal bid documents.
  • Analyzes past expenditures, expected needs, and future cost projections in order to develop detailed input into equipment budget. Prepares thorough and accurate reports.
  • Maintains and updates inventory records and databases including budgets, parts, and order numbers.
  • Receives and processes materials received in accordance with Department policies and procedures; verifies incoming shipments for accuracy and appropriate quantity and quality; verifies accuracy and condition of all materials received against appropriate paperwork.
  • Maintains a variety of logs, records, and files relating to the purchase and procurement of parts and supplies; inputs receiving and issuance information into computer system.
  • Assists purchasing and finance with processing and verification of procurement forms and change orders.

Additional Duties

  • Performs other related work as required.

MINIMUM EDUCATION AND TRAINING

  • High School Diploma or GED equivalent; AND one year of accounting, inventory control and warehouse experience; OR an equivalent combination of education, training and experience.Â

  • The minimum requirements may be waived by the City Manager.

This role involves light work, which could require exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The following physical abilities are also required:

  • Crouching: Bending the body downward and forward by bending leg and spine.
  • Feeling: Perceiving attributes of objects, such as size, shape, temperature or texture by touching with skin, particularly that of fingertips.
  • Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.
  • Grasping: Applying pressure to an object with the fingers and palm.
  • Handling: Picking, holding, or otherwise working, primarily with the whole hand.
  • Hearing 2: Ability to receive detailed information through oral communication, and to make the discrimination in sound.
  • Kneeling: Bending legs at knee to come to a rest on knee or knees.
  • Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.
  • Mental Acuity: Ability to make rational decisions through sound logic and deductive processes.
  • Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.
  • Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.
  • Reaching: Extending hand(s) and arm(s) in any direction.
  • Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers.
  • Speaking: Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Standing: Particularly for sustained periods of time.
  • Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Talking 1: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.
  • Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
