What are the responsibilities and job description for the Utility Senior Chemist position at City of El Paso?

MOS Codes: 2090 (Navy)

Education and Experience: Bachelor's Degree in Chemistry, Biochemistry, Biology, Microbiology, Virology, Parasitology, or a related field, and two (2) years of professional laboratory experience, including one (1) year each of operating advanced spectrophotometry, chromatography or other comparable instrumentation.

Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent license issued by another state by time of appointment.

Under direction, direct chemical and bacteriological analyses of water and wastewater samples through subordinates. 

Plan, assign, and coordinate the collection and analysis of water and wastewater samples. Involves: Conduct required analyses of water and wastewater samples to ensure water and wastewater quality conforms to federal, state, and local standards. Perform special testing required by consultants and supervisors of special projects. Prepare Biomonitoring and TPDES sampling. Maintain records of samples collected and test results. Operate and maintain special laboratory equipment, including advanced spectrophotometry and advanced chromatography. Use a computer to analyze and maintain records of data collection, samples tested, and results. Help staff troubleshoot testing procedures and instruments.

Serve as system administrator for the Laboratory Information Management System (LIMS). Involves: Setup user accounts and assign privileges. Support the laboratory users in troubleshooting and resolving issues with the software applications functionality. Investigate and correct the problems with the LIMS. Manage system profiles, report configuration and system errors. Assist in correcting user errors in both analysis and sample details. Assist and trains LIMS users.

Perform other duties as assigned. Involves: Maintain current knowledge of chemical testing equipment and procedures and federal, state, and local legislation pertaining to water quality testing regulations and standards. Substitute for coworkers or supervisor during temporary absences to maintain continuity of operations. Research and recommend the purchase of new laboratory equipment. Maintain records and prepare reports. Maintain department’s inventory. Ensure good laboratory practices are being followed. Draft weekend schedule. Log in samples and print labels. Review laboratory logbooks. Assist in administering Quality Control Programs to include but not limited to: Review and approve work of other analysts. Perform data entry of external laboratory reports. Assist in developing and managing quality control initiatives. Conduct internal audits. Assist in reviewing and interpreting method and regulatory agency policies, codes, and regulations. Assist in developing and maintaining Quality Assurance/Quality Control program.

Supervise assigned staff. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance and review evaluations by subordinates. Provide for training and development; enforce personnel rules and regulations, and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes. Enforce safety rules and regulations.
