Actively supports and upholds the stated mission and values of the City of Flagstaff and the Arizona Judicial Branch. Under direct supervision of the Deputy Court Administrator, employees of this classification perform all aspects of case processing for the Flagstaff Municipal Court.
Under direct supervision of a Deputy Court Administrator of the Flagstaff Municipal Court, employees of this class are expected to exercise a moderate degree of independence and initiative in managing work. The Court Judicial Specialist II position is pivotal within the Court to provide compliance monitoring, data integrity, court calendaring, and jury services. The position demands a high degree of accuracy, attention to detail, inter-departmental cooperation and communication.
ADMINISTRATIVE DUTIES
- Supervisory: This job does not have formal supervisory responsibilities.
- Budgetary: This job does not have budgetary responsibilities but carries out day-to-day activities within approved budget.
- Strategic Planning: This job does not have strategic planning responsibilities but carries out day-to-day activities in order to reach the stated goals and objectives.
- Policies/Procedures: This job carries out day-to-day activities in accordance with established policies and procedures.
- Compliance: This job has partial responsibility at the program level, including reviewing and checking documentation to make sure it is complete and accurate. Follows and assists in ensuring compliance with Federal, State, and Local laws, rules, and regulations as well as City policies and procedures.
- Council Communications: This job carries out day-to-day activities in accordance with Council's adopted priorities and direction.
- Reporting: This job has partial responsibility for reporting to Federal/State/Local agencies at the program level, including entering invoices and gathering information to complete reports for filing.
- Provides excellent customer service to both internal and external customers.
- Coordinates all aspects of case filing, including data entry into the Court’s case management system for default judgements, vehicle holds, warrants, community restitution, sentencings and proper payment posting.
- Assists in developing methods and procedures to ensure data integrity for the processing of all civil and criminal cases.
- Works with external customers and other city and county departments to solve court case issues in a timely and courteous manner.
- Monitors and performs follow-up on court ordered sanctions.
- Assists in the development of policy and procedure manuals for court case processing.
- Provides reports, answers questions, and resolves problems.
- Responsible to the Deputy Court Administrator that court events are set in accordance with state law and conform with time standards.
- Prepares and disseminates legal notices and performs clerical duties during court proceedings.
- Assists with the jury management operations for the Court.
- Assists with the financial management operations for the Court.
- Assists in developing methods and procedures to ensure data integrity for all court records.
- Ability to work accurately under pressure to meet set deadlines.
- Coordinates case destruction in compliance with records retention policies set forth by the Arizona Supreme Court.
- Performs special projects and related duties as assigned.
- Assists other Court personnel as assigned.
MINIMUM REQUIREMENTS
- High School diploma or G.E.D.
- Two years of computer experience including Microsoft Office product.
- Two years of progressively responsible clerical work including customer service skills.
- Or any combination of education, experience, and training equivalent to the above Minimum Requirements.
DESIRED EXPERIENCE AND TRAINING
- Experience with the judicial system.
- Court case processing experience.
- Experience in a high-profile public contact position.
- Associates degree or higher in Criminal Justice or a related field.
OTHER REQUIREMENTS
- Must possess, or obtain upon employment, a valid Arizona driver license.
- Regular attendance during normal working hours and after hours as needed is an essential function of this job to ensure proper processing of necessary paperwork and continuity in the entire court process.
- Language Skills: Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
- Mathematical Skills: Ability to calculate monetary amounts such as interest and credit for time served.
- Reasoning Ability: Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
- Ability to read, understand, and interpret directives such as Minimum Accounting Standards as set by the Arizona Supreme Court and the City's finance department, civil and criminal procedures, Arizona Department of Motor Vehicle policies and procedures, policies and procedures regarding Orders of Protection and Injunctions Against Harassment.
- Ability to interpret and implement the laws, regulations, Court rules and administrative code as it relates to court operations in Arizona.
- Working knowledge of modern court procedures and methods of court administration.
- Demonstrated proficiency of Court Judicial Specialist I duties in the area of assignment.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
- While performing the duties of this job, the employee is regularly required to sit, talk and hear. The employee is occasionally required to stand; walk; use hand or fingers to handle or feel and reach with hands and arms.
