Engineer Water/Wastewater

This is a professional position involving the concepts, principles, and practices of Civil Engineering under the supervision of the Gas and Water Department Manager. The duties of this job require supervision of both professional and non-professional employees in the gas design section, gas and water/water Geographical Information System (GIS) sections, and wastewater treatment operations section; coordination with various federal, state, and local organizations and agencies concerning the planning, design, construction, operation, and maintenance of natural gas, water, and wastewater facilities; and the ability to conduct studies and implement and supervise programs as approved by the Manager of the Gas & Water/Wastewater Department. Serves as the Regulatory Compliance Officer (RCO) in coordination with the Water/Wastewater Compliance Specialist, Gas Field Operations Supervisor, and Gas Compliance Foreman for the gas and water/wastewater departments. Title 34, Chapter 11, Paragraph 10, of the Code of Alabama, l975, requires the services of a professional engineer for the construction of any public works project involving the practice of engineering if the cost of the complete project exceeds $20,000. 

1. Responsible for the planning, design, review, and preparation of specifications for projects, construction estimates, bid package and contract document preparation for gas, water, or wastewater projects.  Responsible for ensuring compliance with plans and specifications during the construction of gas, water, or wastewater projects, and that plans and specifications are in compliance with local, state, and federal regulations where applicable.  
2. Responsible for the day-to-day supervision of the gas department Design Section, Gas and Water GIS sections, and wastewater treatment plant operations section (plant operators) as a process control supervisor.
3. Reviews completed designs, describes methods for, and participates in the preparation and compilation of a variety of charts, graphs, reports, and technical correspondence necessary for the completion of assigned projects.
4. Makes computations required for the solution of complex design problems.
5. Reviews contractors' shop drawings for correctness and conformity with plans, specifications, and designs.
6. Makes field inspections required for the completion of design projects.
7. Reviews designs and specifications prepared by consulting engineers for accuracy, completeness, and engineering feasibility; advises consultants of required changes.
8. Perform property deed research, prepare property legal descriptions, and assist in the preparation of right-of-way deeds and easements as required for gas, water, or wastewater projects.
9. Keeps the Manager apprised of all projects within the gas, water, & wastewater departments through verbal and written communications.
10. Supervises the preparation and maintenance of maps, records, and files related to engineering services provided as required by law.  
11. Provides information annually to the Manager for completion of the department’s annual budgets as related to the gas department design section, water & wastewater GIS section, and wastewater treatment plant operations.
12. Monitor expenditures, including overtime wages within the gas design section, water & wastewater GIS section, and the operations section of the wastewater treatment plant.  
13. Assists the general public, City departments, and prospective developers by answering inquiries regarding water and gas facilities and infrastructure as authorized by the Manager.
14. Must maintain professional relationships with the Manager, personnel under the Engineer’s supervision, department heads, elected officials, and other employees of the City.
15. Required to work closely with the Alabama Department of Transportation (ALDOT), Alabama Department of Environmental Management (ADEM), Federal Emergency Management Agency (FEMA), Northwest Alabama Council of Local Governments (NACOLG), and other local, state, and federal agencies.
16. Responsible for ensuring that the Gas, Water, and Wastewater Department’s are in conformance with all the requirements of the National Pollutant Discharge Elimination System (NPDES) permits, Public Water Supply (PWS) permits, etc. and completes or reviews reports that the same are submitted to ADEM, EPA, and/or DOT Pipeline Safety as required by the Manager to insure compliance.
17. Responds to emergency situations affecting the gas, water, or wastewater infrastructure as required.
18. Assists the Manager with or prepares short-term and long-term plans for the gas and water/wastewater departments.
19. Assists other City Departments as required.
20. Serves as the Regulatory Compliance Officer (RCO) for the gas and water/wastewater departments. As RCO, the engineer, in conjunction with the Water/Wastewater Compliance Specialist, Gas Field Operations Supervisor, and Gas Compliance Foreman, is responsible for researching and ensuring that the gas, water, and wastewater departments comply with local, state, and federal regulatory requirements, and for keeping the Manager and supervisors advised of any changes that may affect operations or reporting.
21. Participates in meetings with, or as directed by the Manager, for matters that affect the department’s operations.
22. Coordinates gas, water, and wastewater departmental activities with other municipal departments when necessary or as directed by the Manager.

1. Completion of a four-year degree in civil engineering from an accredited college or university and any additional combination of training and experience that provides the technical and supervisory qualifications listed below (typically three to six years).
2. This position requires registration as a Professional Engineer by the State of Alabama Board of Registration for Professional Engineers and Land Surveyors.  Title 34, Chapter II, Code of Alabama, l975, contains the required experience and examination criteria requisite for such registration.
3. The Code of Alabama, Section 34-11-8 and Rule 330-x-13-.02 requires that each Professional Engineer registered in the State of Alabama must meet continuing educational requirements in order to renew individual registration. 
4. A valid Grade IV Wastewater Certification of Competency is preferred.
5. Thorough knowledge of the general principles and concepts of civil engineering as related to gas, water, and wastewater. 
6. Ability to plan, organize, and direct the work of employees involved in gas, water, or wastewater projects.
7. Ability to supervise 11 – 25 employees in the gas design section, water/wastewater GIS section, and wastewater operations section.
8. Must be skillful in oral and written communications, including the preparation of reports.
9. Must have a current, valid driver’s license.

3. Thorough knowledge of civil engineering mathematics and mathematical tables as they apply to gas, water, and wastewater projects.
4. Considerable knowledge of supervisory methods and techniques.
5. Ability to supervise the design, layout, and preparation of complete civil engineering plans and specifications.
6. Ability to initiate and assume the responsibility for field or office engineering studies and to put programs into effect.
7. Ability to do engineering design work involving the analysis, selection, modification, and adaptation of engineering precedents, methods, and techniques from the standpoint of economy and engineering feasibility.
8. Ability to resolve engineering design and interpretation problems.
9. Ability to review plans, design, specifications, and estimates.
10. Ability to prepare clear, concise, and technically sound engineering reports.
11. Ability to interpret and apply regulatory codes applicable to civil engineering and land surveying.
12. Ability to establish and maintain effective working relationships with associates, engineers, and others.
13. Knowledge of safety policies and procedures.
14. Ability to communicate and establish effective working relationships with co-workers, other city departments, elected officials, and the public.
15. Ability to learn and work with computerized information management.
16. Ability to make decisions during emergency situations.
17. Knowledge of various types of construction equipment relating to Civil Engineering.
18. Knowledge of computer programming and the ability to learn and interpret various design and analysis packages relating to Civil Engineering.  
19. Ability to write detailed engineering specifications and policies.
20. Ability to evaluate bids for materials and equipment.

Supervision:
The Engineer is expected to perform the duties and responsibilities of this job with little or no direct supervision. Engineer is expected to keep the Manager informed of the activities within his/her areas of responsibility and consult the Manager when necessary.

3. Ability to stand for long periods, stoop, and bend. Must be prepared to crawl through storm sewer lines for inspection and/or supervision of repair work.

5. Subject to being called out at any time after working hours in emergency situations.
6. Required to be on emergency standby for after-hours duty.
7. Required to work outside in all types of weather.

9. Subject to a considerable amount of stress due to a broad range of activities and the complexity of duties.
10. Required to work in varying work environments that occasionally require strenuous physical activity.
