Physical Demand Rating: HeavyWork Environment: Uncontrolled – Indoor/OutdoorPost Offer Testing: Drug and physical screening after contingent offer.Personal Protective Equipment: Eye, Face, Hand, Head, Foot, S.C.B.A, Hearing, Reflective/Protective Gear and Clothing.General Statement of DutiesPerforms the activities related with airport & airfield operations, construction, maintenance of equipment and airport facilities in accordance with City policy and governmental regulations at the Fort Dodge Regional Airport.Distinguishing Features of the ClassThis position is responsible for performing building maintenance, grounds keeping and providing general daily oversight of airside operations by monitoring overall airfield safety and performs as an aircraft rescue firefighter. Maintains grounds, structures, lighting systems, vehicles, equipment, pavement and turf. Maintains documentation and records of all actions taken to ensure compliance with FAA Part 139 airport certification requirements. The many regulations to be followed and frequent changes in regulations contribute to the complexity of the work. Operates one or more types of heavy motor equipment; performs skilled labor tasks, must be able to work independentlyPerforms various technical duties related to commercial airline airport operations, public safety, and security. This job has a high degree of skill required and the greater consequences of errors in the form of aircraft incident in addition to damage to more expensive equipment.Must be open to working a split shift if needed, be on emergency call, and regular scheduled weekend overtime.Supervision ReceivedWorks under the supervision of the Airport Operations Supervisor.Essential Job FunctionsDemonstrates and supports Lean principles and practices.Operates a large equipment such as front-end loader, sweeper, tractor, dump truck, snow plow.Push mowing and tractor mowing.Plowing and shoveling snow.Able to service/make repairs to and adjust heavy equipment.Orders and keeps track of materials and supplies used on jobs.Cuts brush/trees and operates chain saw.Pavement crack sealing and airfield painting.Building Maintenance.Work a rotational on call weekend shift; standby for covering A.R.F.F. (Aircraft Rescue & Fire Fighting).Work special events and charters, as needed.Attends meetings and conferences, as needed.Attends work regularly at the designated time and place.Conducts safety self-inspections of the air operations area (AOA) daily in accordance with Federal Aviation Regulation (FAR) Part 139.Issues, cancels, or updates Notices to Airmen (NOTAMs) in accordance with FAR Part 139.Performs snow removal work with little or no prior notice; monitors pavement conditions during inclement weather; complies with all aspects of airport snow removal operations.Conducts field condition assessment inspections to include braking actions and condition reporting during snow events.Performs aircraft rescue and firefighting (ARFF) operations for aircraft incident/accident and on-airport structural fires.Provides emergency response for incidents occurring at the airport and acts as a first responder until mutual aid arrives; responds to airport pedestrian or vehicle incidents or accidents.Completes a daily logbook for the airport, conducts fuel handler inspections, and other reports as necessary.Operates and performs minor maintenance and daily checks on the airport’s ARFF equipment and maintains related facilities.Performs airport security inspections of the airport to include, but not limited to, automobile parking lots, AOA fencing and gates, aircraft parking ramps and airline terminal.Performs office duties and training utilizing a computer-based system.Maintains runways, taxiways, lighting systems, safety areas and navigational aids in compliance with FAA regulations. Required Knowledge, Skills and AbilitiesMechanical Aptitude – Ability to use shop tools, welding, troubleshoot problems, preventative maintenance.Equipment Operation – Ability to operate front-loader, painter, sand spreader, snow plow, tractor and dump truck, pull behind mower, runway sweeper, crack sealer, snow blower and other light and medium-heavy equipment used in airport operations. Performs maintenance and repair on all airport equipment.Building Maintenance-Ability to maintain all building structures at the airport such as the terminal buildings and aircraft hangars. Language Skills – Ability to respond to inquiries or complaints from customers, regulatory agencies, or members of the traveling public. Mathematical Skills – Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plans and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.Reasoning Ability – Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form.Minimum Qualifications RequiredGraduation from High School or GED, supplemented by higher level education training or course work. Experience in light construction and/or mechanical maintenance. Experience in the operation of heavy automotive equipment. Experience in firefighting and basic emergency training. Ability to understand and follow oral and written instructions; must be able to follow safety rules and accident prevention practices; and be able to learn and understand airport operations.Experience in airport operations preferred, but not required.ORAny combination of experience and training which demonstrates the knowledge and experience necessary to perform the work.Special RequirementsMust possess and maintain a valid Iowa Driver’s License; ability to obtain and maintain a Commercial Driver License within 60 days of appointment.Must pass criminal background check, pre-employment physical and drug screen.Ability to complete Aircraft Rescue Fire Fighting (ARFF) by attending an initial ARFF training course for certification (usually 5 days in length). Must be able to pass a physical examination and stress test to wear an S.C.B.A. (Self-Contained Breathing Apparatus). Must attend regular training to learn and maintain knowledge of Federal Aviation Administration regulations, airport security requirements, airport rescue and firefighting certification.Is able to work weekends and evenings as necessary. While performing the duties of this job, the employee regularly works in outside weather conditions. The employee is exposed to dust, dirt, grease, irritating and toxic chemicals, machinery with moving parts, high voltage electricity, extreme heat and cold, hazardous fumes and smoke.The noise level in the work environment ranges from moderate to loud.
