Assist Finance Director in preparing staff reports, coordinating the annual budget process, file grant reimbursement requests, and administering complex agreements and bond covenants.
- Supervises, instructs, schedules, reviews, and evaluates work activities for assigned staff; participates in hiring and separation recommendations.
- Creates and maintains staff schedule and manages timesheets and payroll requirements for staff.
- Leads in the development of departmental goals and objectives
- Assists in the development of City and department policies and procedures; makes recommendations and administers changes to policies.
- Monitors and evaluates service delivery methods and business processes, assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement and reviews with the Director; directs and implements improvements.
- Makes recommendations on staffing levels.
- Train direct reports on finance procedures
- Serve as lead in solving any Finance-related technology issues.
- Complete technology needs assessments and share responsibility with other leadership in technology implementation.
- Supervise the completion of the annual City budget; train other employees in budget preparation.
- Reconcile subsidiary ledgers to the general ledger and coordinate year-end process for the ledgers.
- Assist in annual independent audit. Prepare audit schedules and coordinate staff’s audit work.
- Prepare federal and state reports including 941, unemployment, W-2, 1095-C, 1099-MISC/NEC,Federal Excise Tax Return for 2nd quarter; train other employees in tax form preparation.
- Coordinate audit process with staff and external auditors
- Train on all Finance job duties of other positions and fill in when needed
- Train new employees on their job duties
- Provide financial and budget information to department heads as required.
- Performs other staff duties as needed
- Handles higher level customer complaints or concerns
- Assists employees with duties when necessary
- Serves as acting director in the absence of the Director of Finance.
- Other duties as assigned
- Expected to handle different and specialized situations in the department or functional areas.
- Able to plan your own work and the work of others in one or more departments.
- Able to prepare and develop plans for projects and programs involving coordination with other departments or outside organizations.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree or equivalent (10 years of experience)
- Eight years of accounting experience
- Experience creating a budget, financial statement, and an excellent understanding of an audit process.
- Two years of supervisory experience preferred
- Advanced experience with Excel
- Experience in governmental accounting
