Under the general direction of the designated supervisor, position is responsible for providing professional engineering by administering and producing designs, cost estimate, technical specifications, drawings, time schedules, budgets and reports for a variety of municipal utility projects. This position will maintain oversight of contractors and inspectors during construction; provide oversight or develop, analyze and report on utility functions including, but not limited to, regulatory compliance, systems operations, and utility/developer agreements.
Carries out supervisory responsibilities in accordance with the City’s policies and applicable laws. Responsibilities include planning, assigning, and directing work; appraising performance; addressing complaints and resolving problems.
Responsibilities And Reporting During An Emergency Situation
Essential Employees may be required to work during a declared emergency. Depending on the nature of the emergency, this may require working around the clock for several days on short notice.
Non-Essential Employees will not be required to work during a declared emergency. The employee’s Department Head will determine when the employee will be required to work.

- Survey and evaluate actual conditions of City infrastructure for the purpose of preparing plans, specifications and cost estimates for water, sewer, drainage, and roadway construction projects which meet all federal, state and local regulations and guidelines.
- Review design plans and bid specifications from outside consultants for compliance with City requirements, design standards, and specifications.
- Assist technical staff in the understanding and application of Land Development Code and Comprehensive Plan requirements.
- Coordinate water, sewer, drainage, and roadway infrastructure expansion needs with other governmental agencies.
- Provide technical support and recommendations to City Engineer through written and oral communication.
- Coordinate with and assist City Public Works and Public Utilities field personnel regarding compliance with City technical requirements.
- Assist in preparation of capital improvement project budget for public works and utility projects.
- Provide supervision to engineering designers and technicians.
- Provide technical assistance to development review section relating to review and approval of proposed infrastructure improvements.
- Supervise project performance of assigned staff to ensure timely progress and completion of duties and responsibilities.
- Initiate bidding process, organize and conduct pre-bid and pre-construction conferences.
- Set interdepartmental uniform design standard guide; provide technical support in engineering related matters.
- Perform related duties as assigned.
- This position requires regular and reliable attendance and the employee’s physical presence at the workplace.

- Bachelor’s degree in Civil Engineering or related field.
- Four years of experience; or an equivalent combination of education, experience, and/or training that provides the required knowledge, skills, and abilities.
- Must possess Engineering Intern Certification and be able to obtain a Professional Engineering License from the state of Florida within one (1) year from date of hire; OR must possess a Professional Engineering License from the state of Florida at time of hire.
