What are the responsibilities and job description for the Public Health Inspector position at City of Gardner?
The City of Gardner Public Health Department is seeking a full-time Public Health Inspector. The Public Health Inspector will work under the directive of the Director of Public Health in accordance with applicable provisions of the Massachusetts general laws and local ordinances. The Public Health Inspector will perform highly responsible functions of a technical nature requiring considerable judgment in the application, interpretation, and enforcement of the public health laws, codes and other applicable regulations.
Duties and Responsibilities:
- Enforce federal, state and local laws and regulations pertaining to public health safety.
- Conduct housing inspections relating to unsanitary, dangerous and/or unsafe living conditions and environments to ensure rental units and properties conform to state sanitary code.
- Inspect, license and regulate food service establishments, retail food stores and special events. Educate food handlers on prevention of food-borne illness. Review plans for the construction of new food establishments.
- Prepare order letters seeking enforcement of violations.
- Prepare documents in support of public health hearings and department enforcement actions, hearings, legal actions as well as presentation of public health rationale for enforcement in court.
- Respond to general complaints, including nuisances, odors, solid waste, hazardous waste, etc.
- Initiate court complaints and assts in prosecuting cases of non-compliance using administrative and/or judicial procedures.
- Participate in interdepartmental inspections of lodging houses with the Building Department, Fire Department and Police Department.
- Perform similar or related work as required, or as situation dictates.
Requirements:
- Ability to work effectively under time constraints and meet deadlines.
- Ability to operate a personal computer utilizing Microsoft windows environment and other required programs.
- Ability to work on and prioritize several on-going tasks.
- Must have the ability to communicate effectively, in oral and written form, with the general public as well as with other City and Commonwealth officials.
- Ability to work independently.
- Must perform all aspects of job responsibilities with honesty and integrity.
- Must have a valid driver’s license.
- Frequent light to moderate physical effort required to perform inspections.
- Frequently required to spend several hours walking or standing.
Qualifications:
- Ability to enforce codes fairly and impartially, stay informed of code changes, assess the seriousness of public or environmental health problems, and maintain complete and accurate inspection records.
- Knowledge of applicable federal, state and local laws and regulations relating to public health sanitation and environmental health, and current inspection techniques.
- Must have the ability to communicate effectively with the general public as well as with other City and Commonwealth officials.
Associate degree in life science, environmental health, public health or other related discipline, or higher preferred. Must have at least one (1) year of regulatory health inspector, public health safety or inspector experience, or any equivalent combination of education and experience. Must have or be willing and eligible to obtain the following certifications: Food Protection Manager certificate, MA PHIT Housing certificate and Lead Paint Determinator License. Must possess a valid driver’s license.
