What are the responsibilities and job description for the Emergency Communications Supervisor position at City of Grand Rapids?

This is skilled and supervisory work over emergency communications operators engaged in handling emergency 911 calls on a shift.   Work is performed under the general supervision of the Communications Manager.  Supervision is exercised over a large number of emergency communications operators in the emergency communications center.

ESSENTIAL DUTIES & RESPONSIBILITIES 
The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.
  • Plans, organizes, schedules, assigns and evaluates the work of emergency communications operators; provides counseling as needed.
  • Assures that proper procedures are followed.
  • Provides on-the-job training and classroom instruction to operators on handling emergency calls; trains employees on procedures and equipment operation.
  • Checks and maintains equipment operation in the Communication Unit; provides minor maintenance and upkeep of equipment.
  • Prepares and maintains records for weekly and monthly reports; prepares reports; prepares time records for payroll purposes.
  • Operates computer-aided dispatch and related equipment; responds to 911 overflow and other lines as needed.
  • Oversees the overall communications training operations program.
  • Develops new employee orientation materials.
  • Participates in the disciplinary process.
  • Develops procedures for the unit.
  • Responsible for maintaining the equipment operations.  Handles the vendor service contracts and addresses problems related to either the equipment or with the contractor.
  • Oversees and participates in the upkeep, configuration, and utilization of public safety Geographic Information System (GIS) software applications
  • Creates reports as required.
  • Performs other related duties as assigned.
Required Education and Experience
  • Graduation from high school.
--AND--
  • Four (4) years of progressively responsible experience in emergency communications work, including lead or supervisory experience; or any equivalent combination of training and experience.
--OR--
  • Any equivalent combination of training and experience.  

Necessary Special Requirements
  • Possession of a general class radio telephone or telegraph operator's license as issued by the Federal Communications Commission. (Candidates without this license will still be considered) 

Other preferred qualifications
  • Current certification as a NENA ENP, APCO RPL, or APCO CPE.


Knowledge of:
  • Practices, methods and techniques pertaining to emergency 911 procedures and equipment.
  • Equipment associated with emergency communications.
  • Proper and effective procedures related to processing emergency calls.
Ability to:
  • Plan, organize, schedule, assign and evaluate the work of emergency communications operators.
  • Train and counsel subordinate employees.
  • Use and operate equipment related to emergency communications.
  • Maintain and make minor repairs to equipment.
  • Keep records and prepare reports.
  • Establish and maintain effective working relationships with other employees and the general public.
  • Communicate effectively, both orally and in writing.

Salary : $70,497 - $91,106
