DIRECTOR OF PUBLIC WORKS

DESCRIPTION

Under direction of the City Manager, this position is responsible for the direct supervision, coordination, and planning of the operation and maintenance functions of the Public Works Department; which includes the maintenance and operation of streets, storm drainage, park, buildings, wastewater collection and treatment, water treatment and distribution, and maintenance and operation of the City airport. The incumbent may also be required to routinely operate maintenance equipment and otherwise assist employees in the performance of their tasks.

Full-Time; Exempt

ESSENTIAL DUTIES AND RESPONSIBILITIES

Duties may include, but are not limited to:

  • Directly supervises the activities of public works personnel on a daily basis so they are efficiently utilizing their time in a productive manner.
  • Responds to citizen’s requests, concerns, and complaints regarding public works services within the city.
  • Supervises the personnel operating and maintaining the municipal water system; the municipal sewer system; and, the municipal storm water drainage collection system.
  • May serve as Certified Plant Operator (CPO) for city water and wastewater systems.
  • Directly supervises the maintenance and improvements of city parks, streets and facilities.
  • Supervises the continuous monitoring of both water, and wastewater quality to ensure safe, high quality standards as required by State regulations.
  • Supervises the operation and maintenance of computer telemetry system for effective management of an integrated water system.
  • Coordinates the city’s water backflow prevention program in compliance with State regulatory requirements.
  • Assists the City Manager in the preparation of the annual budget.
  • Responsible for budgetary controlled purchasing of materials and equipment used by the department.
  • Performs periodic performance evaluations of department personnel.
  • Assists in the selection, training and evaluation of department personnel.
  • Conducts safety programs and ensures compliance with safety regulations and standards.
  • Trains personnel in proper methods of operation and maintenance of facilities and equipment.

  • Prepares reports of public works activities at the request of the City

Manager.

  • Prepares estimates and requests for proposals for repairs and planned improvements within the department.
  • Responsible for the preparation of all reports on intergovernmental issues regarding city water, wastewater and storm drain operations between

State, County and other public and regulatory agencies.

  • Coordinates city permits for tree removal, fire hydrant usage and encroachments, and provides information, directions, and inspections for utility connections.
  • Supervises day-to-day operations and maintenance of the airport and coordinates with and prepares reports for all airport related agencies.
  • Operates motorized and mechanical equipment and assists employees with maintenance tasks as necessary.

QUALIFICATIONS

Qualifications may include, but are not limited to the knowledge of:

  • Principles of public sector supervision, training, and safety practices.
  • Effective oral and written communication skills.
  • Annual budget preparation and capital improvements programs.
  • Administrative processes and their proper application to public works, personnel, and purchasing matters.
  • Street maintenance and upkeep pertaining to safe practices and materials used.
  • Identification and resolution of mechanical and operational problems which might develop in the city’s streets and utility systems.
  • State regulatory requirements as applied to water and wastewater treatment practices.
  • Principles of wastewater collection and treatment.
  • Principles of pumping, treating, distributing, and storing well water for municipal use.
  • Operation and maintenance of pumps, valves, and other electrical, mechanical and motorized equipment and vehicles.
  • Preparation and response to letters, forms and reports in conjunction with maintaining accurate records.

Qualifications may include, but are not limited to the ability to :

  • Plan, organize, coordinate and manage a department.
  • Direct and supervise the work activities of a maintenance crew.
  • Supervise, train, develop and appraise staff.
  • Formulate, evaluate, and make recommendations on policies and procedures affecting the provision of public works and municipal utility services.
  • Train personnel in the proper use and safety practices associated with public works construction, operation and maintenance activities.

  • Make effective presentations to elected officials, the public, city executives, businesses, and other agencies.
  • Prepare and manage a budget, including capital improvement financing and consultant/contractor contract management.
  • Review and evaluate technical engineering and maintenance information, reports and recommendations.
  • Effectively and tactfully communicate in both oral and written forms.
  • Establish and maintain effective work relationships with those contacted in the performance of required duties.

EDUCATION AND EXPERIENCE

Any combination of education and experience which would provide the required knowledge and abilities is qualifying. A typical background would include:

Education:

  • Graduation from high school or GED equivalent (required).
  • An Associate’s degree, or equivalent, supplemented by specialized courses in supervision, management, wastewater treatment, water treatment and distribution and related subjects (preferred).
  • A Bachelor’s degree in Public Administration or related field (preferred).

Experience:

  • Four (4) years of progressively responsible experience in public works construction, utilities, maintenance, municipal operations and related fields.

  • Two (2) years of progressively responsible experience in public works supervisory management experience. (preferred).

SPECIAL REQUIREMENTS

  • A Grade 2 Water Distribution Certificate issued by the California State

Department of Health (required).

  • A Grade 1 Wastewater Treatment Operator Certificate issued by the

California State Water Resources Control Board (required).

  • A Grade 1 Water Treatment Operator Certificate issued by the California

State Water Resources Control Board (preferred). Or the ability to obtain such certificate within first 12 months of employment with the City.

  • A valid Class C Driver’s License issued by the California Department of

Motor Vehicles (required).

  • A valid Class B Driver’s License with a current DMV medical card

(preferred).
