The Procurement Specialist is a full-time, benefits-eligible position with a preferred hiring range of $18.81 - $21.63 per hour (equivalent to $39,124 - $44,990 annually). Based upon years and type of experience, candidates with previous experience may be considered for a competitive offer higher than the preferred hiring rate listed above. The ideal candidate for this position will have prior local government experience involving Requests for Proposals (RFPs), Invitations to Bid (ITBs), contract management, purchasing requisitions, and more.
The Procurement Specialist will:

The Procurement Specialist will:
- Maintain vendor records, including entering and updating vendors in the City's accounts payable software and requesting appropriate documentation, such as IRS W-9;
- Respond to vendor inquiries;
- Assist in writing Requests for Proposals (RFPs) and Invitations to Bid (ITBs) along with related contract documents;
- Coordinate training, education and discussion groups with departmental accounts payable clerks concerning purchasing policies, work-flows and proper data entry into the City's software for invoices and requisitions;
- Respond and assist other departments with requests for vendor purchasing information;
- Research purchasing-related issues and provides recommendations for improvement in the accounts payable process;
- Manage, monitor, and update all aspects of the City's Purchasing Intranet and Internet website, as well as the State's Purchasing website (eVA), which includes posting RFPs/ITBs, all addenda and notice of awards;
- Ensure timelines are met throughout the RFP/ITB process;
- Assist in processing departmental Purchase Orders to ensure appropriate bidding/quote requirements have been met as set forth by the City's purchasing policies and the VPPA;
- Assist with eVA Quick Quotes and eMall Orders, as needed, using the State’s Purchasing website, eVA;
- Review City invoice documentation presented for payment by departments to ensure compliance with purchasing policies, including ensuring appropriate invoicing documentation and approval has been submitted, invoice payments are not duplicated, and all available discounts have been taken;
- Attend appropriate educational opportunities related to purchasing;
- Perform related work as required.
- Associate’s degree with coursework in purchasing, marketing, business management, or related field and considerable experience in the purchasing and contracting of a variety of services, supplies, materials and equipment. An equivalent combination of education and experience may be used to meet this requirement.
- Valid driver's license required.
- General knowledge of purchasing practices, procedures, rules and regulations;
- Thorough knowledge of standard office practices and procedures and business, technical or legal terminology;
- Excellent writing skills;
- The ability to:
- Plan, lay out and conduct clerical operations involving transactions requiring effective accountability and accurate controls;
- Use a computer to type accurately and utilize Microsoft Office Suite and Adobe Acrobat;
- Pay attention to details;
- Establish and maintain effective working relationships with current and prospective vendors, City departments, associates, other government agencies and the general public.
