What are the responsibilities and job description for the POLICE LIEUTENANT position at City of Hobbs?

Performs a variety of routine and complex public safety work in the administration of the Police Department.  Supervises division specific goals which may include police patrol, investigation, traffic regulation, training, community relations, and other related law enforcement activities.
 
  • Regular attendance is required to perform the duties of this position.
  • Responsible for crime analysis to determine crime patterns and methods to deal with crime trends.
  • Supervises police sergeants and police officers in their assigned duties. 
  • Oversees and may personally participate in investigating criminal law violations occurring within the jurisdiction of the department, obtaining evidence and compiling information regarding these crimes, preparing cases for filing charges, testifying in court, and related activities.
  • Supervises the scheduling and coordination of shift changes. 
  • Makes day to day police assignments as required by the needs of the service. 
  • Determines how to deploy personnel during emergency responses as well as planned events.
  • Reviews a variety of police related reports prepared by subordinate officers or others. Evaluates officers' arrests based on circumstances and evidence to determine whether the subject will be detained or placed in jail training needs and proper administration of procedural justice.
  • Makes plans about individual tactical matters such as equipment to be used for particular operations or the detailed plans needed for an investigation and develops new approaches to investigate problems.
  • Supervises training, accreditation, hiring, and community relations services as assigned.
  • Maintains contact with police supervisory personnel to coordinate investigation activities, provides mutual assistance during emergency situations and provides general information about department activities.
  • Maintains contact with general public, court officials, and other city officials in the performance of police activities.   
  • Conducts periodic performance evaluations and planning sessions for assigned personnel; counsels assigned personnel on job performance and disciplinary matters.
  • Conducts or coordinates Internal Affairs Investigations as directed by the Chief of Police.
  • Maintains normal availability by radio, or telephone for consultation on major emergencies or precedent.
  • Performs duties in conformance with Federal laws, State statutes, and City ordinances.
  • Oversees and assists, as needed, in the patrol of city streets, parks, commercial and residential areas to preserve the peace and enforce the law, control vehicular traffic or detect and investigate misconduct involving misdemeanors, felonies and other law violations and to otherwise serve and protect.
  • Oversees and assists, as needed, in the response to emergency radio calls and investigates accidents, robberies, civil disturbances, domestic disputes, fights, drunkenness, missing children, prowlers, abuse of drugs, etc., and takes appropriate law enforcement action.
  • Prepares a variety of reports and records and, as assigned, is a special projects officer for quarterly inspections, other various staff assignments, and special investigations.
  • Reviews, evaluates and develops programs, policies and procedures for various departmental operations.
  • Assists in the preparation and administration of the department budget.
  • Approves Sergeant's time sheets.
  • Maintains proficiency with authorized and issued weapons.
Education and Experience:

High school diploma or GED equivalent required. Two year college degree in police sciences, law enforcement, criminal justice administration, public administration preferred. Completion of the basic law enforcement training academy or equivalent required. Minimum of five years work experience as a fully commissioned police officer, the last three of which must have been completed since the last date of hire in continuous service. A minimum of one year as a Sergeant with a medium to large progressive law enforcement agency with a minimum of 50 certified officer.

Knowledge, Skills, and Abilities:
  • Thorough knowledge of modern law enforcement principles, procedures, techniques, and equipment, considerable knowledge of applicable laws, ordinances, and department rules and regulations with an extensive knowledge of the city's geography.
  • Knowledge of Spillman CAD/RMS system is preferred.
  • Ability to train and supervise subordinate personnel, ability to perform work requiring good physical condition.
  • Ability to exercise sound judgment in evaluating situations and in making decisions.
  • Ability to follow and give verbal and written instructions.
  • Ability to maintain effective working relationships with subordinates, supervisors, and peers.
  • Ability to meet the special requirements listed below.
  • Skill in operation of listed tools and equipment.
TOOLS AND EQUIPMENT USED
 
Police vehicle, police radio, radar unit, handgun and other weapons as required, baton, handcuffs, breathalyzer, pager, first aid equipment, copy machine, personal computer, flashlight, hand tools.
 
LICENSING AND CERTIFICATIONS
 
Valid State issued Driver's License
CPR/First Aid certification
Residency requirement: residing within a 20 mile planning radius of the City.
New Mexico Peace Officer Certification preferred

SUPERVISION RECEIVED
 
Works under the general supervision of the Division Captain.
 
SUPERVISION EXERCISED 
 
Exercises general supervision over police sergeants and subordinate officers in the Field Services Section within the assigned Division.


 PHYSICAL DEMANDS
 
The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this position. The majority of the time, heavy physical activity is not required.  However, a Police Officer needs to be able to actively respond to any situation in which the public or an officer may be in danger. The ability to physically interact with another person, including restraint, arrest, rescue, and defense of the employee or others is an essential function of the job.
 
While performing the duties of this position, the employee is frequently required to sit, run, lift, talk and hear.  The employee is routinely required to stand, walk, use hands to finger, handle, and feel objects, tools, and controls; reach with hands and arms; climb, balance, stoop, kneel, crouch,  crawl,  taste and smell.  The employee must be able to operate all authorized and issued weapons, equipment and motor vehicle.
 
The employee must occasionally lift and/or move heavy objects or people.  The minimum physical limits are specified in the Protocol for Job Specific Tasks and standards set by the New Mexico Law Enforcement Academy. These are simulated through a series of job specific tasks designed to ensure the employee can lift 70 pounds floor to knuckle and 40 pounds knuckle to shoulder; lift and move a 150 pound dummy onto a stretcher, quickly run up and down three flights of stairs without exceeding 80 percent of the Maximum Percentage of Heart Rate (MPHR), successfully climb over a five foot wall, crawl 25 feet at a continuous pace, and walk the length of a 4 inch wide beam six times.  The employee may also be required to complete the following fitness screening in specified times which are gender and age normed: push-ups, sit-ups, mile and a half run, flexibility and 300 meter run.
 
Vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus. Minimum vision abilities set by the New Mexico Law Enforcement Academy are as follows: uncorrected distance vision should be no more than 20/100, correctable to at least 20/30; near vision correctable to at least 20/40; color vision correct reading of at least nine or more of the first thirteen plates of the Ishihara test; depth perception should be sufficient to demonstrate normal stereo depth perception with/without correction to the standard-100 ARC seconds.   Minimal hearing acuity should be the average hearing level at the test frequencies, 500, 1000, and 2000 Hz will not exceed 25dB in either ear, and no single hearing level will exceed 30dB at any of these test frequencies in either ear.  Hearing loss at 3000Hz will not exceed 40dB HL in either ear.  State or New Mexico Law Enforcement Academy requirements shall be the minimum standards applicable.
