Welcome to the City of Houston - Department of Neighborhoods. Our department has four divisions that help neighbors resolve neighborhood concerns. Together, we help improve the quality of life in Houston neighborhoods through people-focused programs and strong community partnerships. The Inspections and Public Service Division cleans up neighborhoods using building codes, sign codes, nuisance violations, and beautification projects. The division's four sections work with community partners and neighbors to respond to their concerns and improve their quality of life. We know that neighbors are our greatest assets in neighborhoods and we designed our webpage to put neighbors first, make services more accessible, and make it easier for everyone to take action.

DESCRIPTION OF DUTIES/ ESSENTIAL FUNCTIONS
The Assistant Director (AD) will work closely with the Director and executive team to shape the strategy, design and assessment of community initiatives and lead their team’s work to build greater engagement with the community. Successful candidates will have a customer-centric perspective to lead and manage the 4 divisions, well developed customer relations, networking, and organizational skills and be solution-oriented. The Assistant Director will serve as a reliable expert on community organizations in the greater Houston area, seek out opportunities to be supportive and add value.
 
The position will also require completion of special assignments as requested. Must be willing to work non-standard shifts including nights, weekends and/or holidays.
 
General Responsibilities:
  • Will provide daily leadership for assigned divisions of the Department of Neighborhoods.
  • Will perform data analysis and budget management. 
  • Collaborate with divisions to develop and manage strategy for grant activities and community initiatives.
  • Identify and submit grant proposals.
  • Develop, implement and assess internal controls and align with the strategic goals of the Department and the City of Houston.
  • Represent the department at events.
  • Performs other related duties as assigned.

Experience with SAP, Salesforce or QuickBooks
Experience developing policies and procedures
Experience writing and/or managing grants
Demonstrated project management skills
Experience in organizing and directing multiple teams and department

The desired candidate will be self-motivated and take personal ownership and accountability for all individual and team tasks. The desired candidate will have an attitude that fosters open communication within their team and department and focuses on continuous improvement for their team.

WORKING CONDITIONS 
There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, such as with occasional exposure to office chemicals and/or extensive use of a video display terminal or routine driving.
 
Department of Neighborhoods Emergency Management position at the Tier I level.EDUCATION REQUIREMENTS
Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.
 
EXPERIENCE REQUIREMENTS
Seven years of administrative experience are required, with at least three of those years in a managerial capacity.  

A Master's degree may be substituted for two years of experience.

LICENSE REQUIREMENTS
Valid driver's license and compliance with the City of Houston driving policy (A.P. 2-2).Preference will be given to applicants with the following:
  • 10 years of related experience
  • Bilingual
  • Strong writing skills
  • Experience working with people of diverse backgrounds.
  • Up to date and proficient knowledge of MS Office (Excel, PowerPoint and Word) 
  • Highly developed writing and presentation skills

**Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**SELECTION / SKILLS TESTS REQUIRED
Department may administer skills assessment test.

SALARY INFORMATION
Factors used in determining the salary offered include the candidate's qualifications as well as the pay rates of other employees in this classification.  

PAY GRADE 32
