This position performs responsible protective service work in the enforcement of ordinances regulating the keeping of animals within the City; does related work as required. Work is performed under the regular supervision of a Police Sergeant.
Essential Job Functions
- Routinely patrols the City to observe animal law violations.
- Enforces State and City animal control laws and ordinances.
- Prepares and maintains appropriate records and files.
- Takes into custody and impounds stray and mistreated animals and animals held for evidence.
- Maintains all animals housed in the animal control kennel.
- Responds to calls and investigates complaints.
- Conducts animal bite and cruelty investigations.
- Appears in court/special magistrate as appropriate in cases involving violations of animal-related ordinances.
- Checks inoculation tags and returns animals to owners.
- Delivers unclaimed and diseased animals to animal shelter or rescue.
- Operates and maintains animal trap program.
- Cleans animal facility and performs routine maintenance on related equipment.
- Cleans truck and reports necessary maintenance work.
- Writes reports, prepares forms, and orders supplies.
- Responds to emergency calls after hours.
- Performs related tasks as required.
A high school diploma or equivalent and one year of experience in the care of animals, law enforcement, and dealing with the public.
Special Qualifications:
A driver’s license valid in the State of Florida. Must obtain certification by the Florida Animal Control Association within six months of employment. Must meet and maintain all department and State training and education requirements for the position.
Knowledge, Skills and Abilities:

- General knowledge ofthe geography of the City.
- General knowledge of the control and handling of dogs and other animals.
- Ability to solve problems within scope of responsibility.
- Ability to recognize rabies symptom sand some knowledge of the methods and procedures to be followed.
- Ability to deal tactfully with the public.
Physical Demands
The work is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects. Work requires:
- Climbing: Ascending or descending ladders, stairs, scaffolding, ramps, poles, and the like, using feet and legs and/or hands and arms. Body agility is emphasized.
- Balancing: Maintaining body equilibrium to prevent falling while walking, standing or crouching on narrow, slippery, or erratically moving surfaces. The amount of balancing exceeds that needed for ordinary locomotion and maintenance of body equilibrium.
- Stooping: Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
- Kneeling: Bending legs at knee to come to a rest on knee or knees.
- Crouching: Bending the body downward and forward by bending leg and spine.
- Crawling: Moving about on hands and knees or hands and feet.
- Reaching: Extending hand(s) and arm(s) in any direction.
- Standing: Particularly for sustained periods of time.
- Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
- Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward, or outward.
- Pulling: Using upper extremities to exert force in order to draw, haul, or tug objects in a sustained motion.
- Grasping: Applying pressure to an object with the fingers and palm.
- Feeling: Perceiving attributes of objects, such as size, shape, temperature, or texture by touching with skin, particularly that of fingertips.
- Repetitive Motions: Substantial movements (motions) of the wrist, hands, and/or fingers;
- Vocal Communication: Required for expressing or exchanging ideas by means of the spoken word.
- Hearing: Required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
- Visual Acuity: Required for depth perception, color perception, night vision, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts at or within arm’s length, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities.
The worker is subject to inside and outside environmental conditions and hazards. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
