Under the supervision of the Assistant City Engineer with daily assignments provided by a Senior Engineering Technician or a Project Engineer, this position performs a variety of skilled and advanced technical work in support of public works projects., Employee is responsible for construction layout and inspection in the field and utilizing computer aided drafting and design (CADD) and/or GIS in the office to produce plans and record as-built data. Performs various other duties in support of municipal engineering projects or studies.
RELATIONSHIPS:
Reports to the Assistant City Engineer. Will work independently with daily assignments provided by a Senior Engineering Technician or a Project Engineer.
Has no supervisory duties other than contractor oversight.
Has regular work contact with City Department, Division, and Office heads, City employees, contractors, utility representatives, consultants, surveyors, and the general public.

- Performs field inspections to ensure public works projects, including sewer, water and street infrastructure, are constructed according to plans, standards, specifications, special requirements, City codes, and regulations.
- Maintains accurate and complete project documentation including field notes or diaries, as-built measurements or data, survey computations, quantity measurements, and calculations.
- Performs survey field work including topographical surveys and construction staking and layout for the construction or re-construction of sewer and water utilities, storm water drainage facilities, streets, and sidewalks.
- Prepares plans, maps, and exhibits in support of municipal engineering projects or information requests from other City staff or the general public.
- Assists in the planning, design and preparation of reports, plans, specifications, estimates, pay estimates, work orders, etc. in support of various engineering projects and studies.
- Performs other special projects and duties as assigned or required during regular and non-business hours, including providing support as a part of any City response to essential or emergency operations.

Education and Experience
- An associate’s degree in civil engineering technology, land surveying, construction technology, geography, GIS, or related field from an accredited college or university is required.
- A minimum of one year of practical office and field work experience, or two years as an engineering intern with field experience, is required.
- A combination of equivalent experience and/or education as determined by the Human Resources Office may be considered in lieu of minimum requirements.
- Must have and maintain a valid state-issued driver’s license.
A candidate for this position should have the knowledge, skills, and abilities of the following:
Knowledge of:
- Principles, practices, materials, procedures, and methods of engineering technology, civil engineering projects, concepts, and terminology.
- Construction materials and methods involved in the construction and/or maintenance of municipal utilities and infrastructure.
- Engineering maps and records, and drafting techniques, nomenclature, and symbols.
- Drafting and mapping principles, methods and techniques.
- Surveying equipment and construction staking methods.
- Operation of computers, computer networks, computer-aided design and drafting systems (CADD), and related technology.
- GIS terminology, multiple software products, and their interface compatibilities.
- Knowledge of the occupational hazards of the work and necessary safely precautions.
Skill in:
Reading and interpreting engineering project plans, specifications, and details.
- Applying mathematics including algebra, geometry, and trigonometry to make accurate measurements and to formulate and complete accurate calculations.
- Skill in the use of GPS.
- Skill in the use of specialized engineering and surveying equipment.
- Thinking critically, solving complex or technical problems, and making timely decisions.
- Intermediate proficiency in Microsoft applications, including Excel, Word, Access, and Outlook. Proficient in Adobe Acrobat.
- Effective interpersonal skills.
- Strong ethics base built upon integrity, honesty, initiative, and respect.
Ability to:
- Ability to read and interpret plans, specifications, and engineering drawings.
- Ability to learn and use Autodesk Civil 3D or ESRI GIS software to research data.
- Ability to read and prepare plans, maps, and exhibits in support of municipal engineering projects or information requests from other City staff or the general public.
- Ability to establish and maintain effective working relationships with City elected and appointed officials, Department, Division, and Office heads, staff members, contractors, surveyors, and the general public.

On occasion, the employee is exposed to situations which could involve an element of personal risk, requiring compliance with necessary safety procedures. The noise level in the work environment is generally quiet to moderately noisy; however, exposure to loud noises while out in the field may occur. The employee will also regularly work in an office environment.
This position frequently walks, stands, stoops, kneels, crouches, crawls and exerts up to 100 pounds of force by lifting, carrying, pushing or pulling objects.
