The City of Johnson City, Tennessee is accepting online applications for a Human Resources Generalist. The employee performs a variety of human resource administrative support functions; to assist full-time, part-time and temporary and/or seasonal employees with all phases of employment paperwork; to maintain a variety of personnel databases records and files; and to perform a variety of technical tasks relative to assigned area of human resources; performs related duties as required. Employees within this class are distinguished by the performance of the full range of human resource support duties as assigned within the Human Resources Department. Employees receive occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit.
Essential Functions of Position:
- explain and document employment paperwork to all new and current employees;
- provide employment verifications as requested; complete forms submitted by other agencies to verify employment;
- input and maintain human resources-related data into computer programs; create, input and maintain various databases used to generate reports;
- prepare items regarding new hires, changes in employee status, etc.;
- follow up on required paperwork for new employees and update new employee files; prepare, send and track notices sent to new employees;
- answer telephone calls; screen or route calls to appropriate personnel; take phone messages as needed;
- maintain employee files;
- order and receive office supplies;
- preparation for monthly Civil Service Commission meetings to include notification to commissioners, advertisement, typing of agenda and minutes;
- developing and maintaining Civil Service rosters on Excel spreadsheets for entry level and promotional positions;
- administrative support in developing Civil Service police and fire promotional activities;
- assisting with the development, registration, and testing process for Civil Service entry level positions in the police and fire departments;
- initializes employee background checks;
- initializes employee driver license checks for new hires and DOT drivers;
- coordinates drug and/or alcohol screens for new employees, randoms, post accidents, return to duty, reasonable suspicion;
- provide switchboard relief as needed;
- prepare job announcements and job advertisements of new and vacated positions;
- coordinates and schedules interviews with department, divisions and prospective candidates;
- maintain applicant flow data charts of vacant positions on a daily basis;
- sends regret letters to interviewed candidates;
- sorts and distributes incoming and outgoing mail;
- update and maintain employment opportunities listing;
- assists in projects as assigned by the Human Resources Manager or the Director of Human Resources;
- performs related tasks as required.
Required Knowledge, Skills and Abilities: Thorough knowledge of departmental operations and procedures; thorough knowledge of business English, spelling, and basic accounting principles; thorough knowledge of office methods, procedures, and equipment operations; ability to be decisive in routine as well as non-routine problem solving in accordance with laws, ordinances, and regulations; ability to maintain fiscal and complex clerical records and generate accurate reports through use of basic arithmetic and accounting procedures; ability to prepare effective correspondence and perform office management procedures without referral to a supervisor except when necessary; ability to establish and maintain effective working relationships with fellow employees as well as the general public; thorough knowledge of filing principles; thorough knowledge of principles and practices of human resources; knowledge of Federal, State and local laws and regulations pertaining to human resources; manual dexterity required for the efficient use of office equipment such as keyboards, facsimile machines, etc.; ability to sit for extended periods of time while at workstation or desk.
Acceptable Experience and Training: Minimum high school diploma or equivalent; supplemental business courses at the college level in accounting techniques, customer and public relations, computers, and office management; must demonstrate proficiency in typing and secretarial skills, word-processing, operation of various office machines, and oral and written communication skills; minimum one year experience in similar position, strongly prefer 3 years of any equivalent combination of work experience and education.
