What are the responsibilities and job description for the Senior Windows System Administrator position at City of Las Cruces?

Responsible for effective planning/installation/configuration, operation, and maintenance of Microsoft Windows server systems and related infrastructure. This individual ensures that system hardware, operating systems, data center environmental equipment, enterprise systems (such as e-mail, active directory, and web services), and related procedures are dependable and accurate.  This position has responsibility for analysis and engineering of systems solutions.

Work Situation Factors 

Position involves competing demands, performing multiple tasks, working to deadlines, occasional work beyond normal business hours, and responding to customer issues. Regular attendance is an essential function of this job to ensure continuity of services. Position is subject to drug testing in accordance with applicable State and Federal regulations and City of Las Cruces policies.

Full-Time; Regular; Exempt

This position is a grade RX23.
  • Installs, configures, troubleshoots, and provides administration for medium-sized Server environment, including Windows Server, Active Directory, Microsoft Exchange, Microsoft System Center, Virtualization, SQL Server, iSCSI Storage Area Networks and applicable applications.
  • Analyzes future business needs, recommends changes and evaluates new products including analysis and engineering of Systems Administration related solutions for various projects and operational needs.
  • Manages software licenses and compliance while maintaining appropriate documentation.
  • Assists with preparation and implementation of IT Operations projects including high level technical support for information systems and infrastructure to ensure system reliability and performance.
  • Serves as a technical resource for the resolution of moderate to complex issues regarding desktop Operating System deployment, group policy configuration, updating/patching of computer operating systems and applications.
  • Provides local and remote server support of Windows Server infrastructure and administration on data center servers which includes installation, maintenance, monitoring, troubleshooting, automation, and configuration of servers and applications.
  • Performs daily monitoring, verifies the integrity and availability of hardware, server resources, enterprise systems and key processes.
  • Reviews logs, verifies completion of scheduled jobs and that daily backup operations are complete and successful according to established procedures. Performs regular file archival and purge as necessary.
  • Repairs and recovers hardware and/or software failures.
  • Manages server operations, system patches and upgrades on a regular basis, upgrades administrative tools and utilities, configures and adds new services as necessary.
  • Installs, upgrades and/or configures enterprise software such as Microsoft Exchange, IIS, Remote Desktop Services, Virtual Desktop Infrastructure, DNS, Windows Update Services and other third party applications, according to project or operational needs.
  • Maintains data center environmental and monitoring equipment.
  • Installs and manages new and existing servers and configures hardware, peripherals, services, settings, directories, storage, etc. in accordance with standards and project/operational requirements.
  • Develops and maintains operating system deployment and configuration procedures.
  • Implements and maintains server virtualization environment. Works closely with Database Administrator and/or other staff to ensure optimum database performance and availability.
  • Generates system maintenance reports including system capacity, performance, security audit, and change management.
  • Works closely with Information Security Specialist to establish baseline operating environments and security related change management policies.
  • Meets regularly with staff to review work in progress, discuss and resolve administrative, workload, and technical issues, and to prioritize and assign tasks and projects; evaluates and analyzes functions, resources, processes, and procedures to identify issues and recommend changes for improvement; interprets applicable rules and regulations within scope of authority to provide leadership and guidance in developing, implementing, and administering policies and procedures.
  • Manages staff through proper delegation and work supervision to provide appropriate levels of service and resources; coordinates and manages various special and recurring projects, monitors work, evaluates performance, trains, counsels, coaches, and instructs employees in order to meet established goals and objectives; ensures adherence to established policies and procedures to remain in compliance with local, state, and federal regulations. 
  • Collects and analyzes data to prepare and present various special and recurring reports to provide accurate and timely information related to assigned functions and duties; develops and presents information in clear and easily used formats; maintains regulatory compliance by keeping current on industry trends, regulations, and issues; identifies areas of concern for management for review and potential action.
  • Manages and monitors financial activities of assigned budgets to ensure compliance and meet performance targets and goals; oversees procurement activities for supplies, services, equipment, and other items to assure activities comply with established policies and processes.
  • Reviews, maintains, and updates records in various formats, mediums, and automated systems to ensure data integrity and adherence to internal controls, practices, and policies; evaluates programs, services, and activities to ensure customer and staff needs are met; demonstrates continuous effort to improve operations, decrease turnaround times, streamline work processes, and work cooperatively and jointly to provide quality seamless services.
  • Responds to and resolves various complaints, issues, inquiries, and problems as authorized and in accordance with established policies and procedures.

 
    

Bachelor's Degree in computer science, management information systems, or related field AND three (3) years enterprise-level Microsoft Windows systems administration experience in a multi-server, networked environment.  A combination of education, experience, and training may be applied in accordance with City of Las Cruces policy.


Licenses/Certifications 

Valid driver’s license required; MSCE 2003 or MCITP (Enterprise) certification preferred Position requires an acceptable driving record in accordance with City of Las Cruces policy. 

 

Knowledge of:  Extensive knowledge of Microsoft Windows Server (most current and previous version), Microsoft Exchange, Active Directory, Windows Update Services, DNS, System Center Data Protection Manager, Hyper-V and iSCSI Storage Area Networks; general knowledge of Microsoft IIS, web hosting, firewalls, load balancing, clustering and SQL Server; basic knowledge of networking in a CISCO environment; scripting languages to automate and support local and remote system administration functions; Standard windows batch  scripting, PowerShell, VBScript, and WMI; system hardening procedures;  Knowledge of and experience with Remote Desktop Services, Virtual Desktop Infrastructure, and VOIP not required, but preferred.
