JOB SUMMARY

This position is responsible for planning, organizing and directing the work of the Real Time Information Center (RTIC).

Examples of Duties

MAJOR DUTIES


  • Oversee the daily operations of the Real Time Crime Center (RTCC), including supervision of staff, resource management, and ensuring the effective use of technology to support crime analysis, response, and observation of systems to enhance public safety.
  • Oversee administrative responsibilities such as scheduling, training, conducting performance evaluations, and addressing personnel matters.
  • Manage the RTCC’s budget, equipment, and resources, ensuring operational readiness and fiscal responsibility.
  • Ensure the RTCC functions efficiently by monitoring real-time crime data, supporting critical incident response, and resolving technical issues through coordination of repairs or system upgrades.
  • Leads the implementation and maintenance of key technologies such as video surveillance systems, license plate readers, and data analysis software.
  • Develops and maintains policies and procedures to promote consistency, efficiency, and adherence to best practices.
  • Directs strategic crime analysis initiatives, identifying crime patterns, trends, and potential threats to support proactive policing efforts.
  • Oversee the collection, analysis, and dissemination of criminal intelligence and related data to internal and external stakeholders.
  • Builds and maintains collaborative relationships with other law enforcement agencies, community partners, and stakeholders to enhance RTCC operations and information sharing.
  • Oversee the evaluation and implementation of emerging law enforcement related technologies.
  • Any other duties as assigned by supervision.

Typical Qualifications

KNOWLEDGE REQUIRED BY THE POSITION


  • Strong understanding of law enforcement operations, criminal justice systems, and public safety principles.
  • Knowledge of relevant federal, state, and local laws, regulations, and policies governing data privacy, surveillance, and information sharing.
  • Familiarity with modern policing technologies such as video surveillance systems, automatic license plate readers (ALPR), crime mapping, and data analytics platforms.
  • Working knowledge of data integration and analysis techniques used to identify crime trends, patterns, and actionable intelligence.
  • Experience with budgeting, resource management, contract management, and procurement processes for technology and operational needs.
  • Understanding of personnel management practices, including staff supervision, volunteer coordination, and team development.
  • Understanding of interagency collaboration principles and community policing strategies to support information sharing and crime prevention initiatives.

SUPERVISORY CONTROLS


The Administrative Services Division Commander provides overall direction and outlines broad objectives and priorities. Work is reviewed periodically through reports, briefings, and performance outcomes to ensure alignment with department goals, compliance with policies, and the effectiveness of strategic initiatives.


GUIDELINES


Guidelines include federal and state laws, city and department policies and procedures, GCIC rules and regulations. These guidelines require judgement, selection, and interpretation in application.


COMPLEXITY/SCOPE OF WORK

  • The work consists of varied management and supervisory duties. The need to respond to unforeseen emergency situations contributes to the complexity of the position.
  • The purpose of this position is to manage the activities of the Real Time Crime Center. Successful performance contributes to the safety of life and property.

CONTACTS
  • Contacts are typically with internal staff, sworn personnel, city employees, representatives of other law enforcement and emergency response agencies, technology vendors, and members of the public.
  • Contacts are made to exchange critical information, coordinate operations, resolve technical or procedural issues, provide intelligence support, justify decisions, and deliver public safety services.
  • Interactions often require the use of tact, professionalism, and a strong understanding of agency objectives and operational priorities.

PHYSICAL DEMANDS/WORK ENVIORNMENT
  • The work is typically performed while standing, walking, bending, crouching, or stooping. The employee occasionally lifts light and heavy objects and distinguishes between shades of color.
  • The work is typically performed in the Real Time Crime Center.
  • The work will require flexibility in scheduling and the ability to respond to emergencies or unexpected events.

SUPERVISORY AND MANAGEMENT RESPONSIBILITY


This position has direct supervision of assigned personnel.


MINIMUM QUALIFICATIONS

  • Minimum of five (5) years of progressively responsible experience in law enforcement, public safety, crime analysis, or real-time intelligence operations.
  • At least two (2) years in a supervisory or management role, preferably in a law enforcement or technology-driven environment.
  • Strong working knowledge of public safety technologies, including CAD/RMS, video management systems, ALPRs, GIS mapping tools, data analysis platforms, and general computer systems.
  • Bachelor’s degree in criminal justice, public administration, information technology, intelligence studies, or a related field preferred but not required. A combination of relevant experience and education will be considered.


The City of Lawrenceville offers a complete benefits package to full-time employees including health care, dental, vision, retirement, deferred compensation plans, health savings accounts, life insurance, long-term disability, short-term disability, holidays, and personal time off.

Health

  • Health insurance benefits become active on the 31st day of employment. Health benefits include major medical, dental, and vision. There are three options.
  • PPO – Options A & B with HRA (HRA is City funded through wellness program initiatives).
  • HDP with HSA (HSA is City funded through wellness initiatives and also voluntarily employee funded).
Retirement
  • Retirement plans are Defined Contribution (401a), and Deferred Compensation (457b).
    • The 401a (City makes a 4% contribution beginning on first pay period after hire date)
    • 457b (Employee contributions only)
  • If an employee contributes at least 4% into the 457b, which is voluntary, the City will make an additional 6% contribution into the 401a, totaling 10% into the employee’s 401a.
  • Each contribution is a percentage of the employee’s earnings for that pay period.
  • There is a graduated vesting schedule into the 401a plan.
    • One year - 20%
    • Two years – 40%
    • Three years – 60%
    • Four years – 80%
    • Five years – 100%
Protection
  • There is City paid short-term disability, long-term disability, accidental death & dismemberment (AD&D) and life insurance that pays two times the employee’s annual salary. Employees can opt into supplemental life insurance for self, spouse and children and pay the premium.

  • Employees earn PTO in lieu of individual vacation and sick leave; PTO is earned as follows:
    • First year of service – 3.692 hours per pay period (Department Directors accrue PTO hours at a rate of 5.538 from first day and moving forward until after ten years of service).
    • 1-5 years of service – 5.538 hours per pay period
    • 5-10 years of service – 7.384 hours per pay period
    • 10-15 years of service – 9.230 hours per pay period
    • Over 15 years of service – 11.076 hours per pay period
  • Salaried employees are given 40 hours of Comp Vacation on January 1st of each year, that must be used by December 31st of that same year.
Pay Interval
  • Employees are paid on a bi-weekly basis; pay periods begin on Sunday and payday is every other Thursday. There is a mandatory direct deposit requirement.
Tuition Reimbursement
  • Tuition Reimbursement towards associate’s, bachelor’s or master’s degrees, available to all full-time employees after one year of employment. (exclusions apply)
