Under the Direction of the Risk Manager, develops and implements policies and procedures related to employee safety, including but not limited to assisting departments in complying with State and Federal laws related to employee safety, evaluations of risks, development and coordination of safety training and meeting insurance carrier requirements.
The salary range for this position is $31.74 - $49.23 per hour with a hiring range of $31.74 - $40.48, depending on qualifications and experience. Position will close to applicants on: Monday, December 20, 2021 at 12:00 P.M. M.S.T.
We are currently looking for a passionate and motivated Safety Officer to join the City of Loveland team who can ensure that we are meeting all requirements while maintaining safe practices for all employees. Working with the Risk Manager, this role will design and maintain programming and promote workplace safety policies and procedures through the development of trainings and audits. ESSENTIAL JOB FUNCTIONS:
- Manage and oversee the general safety program for the City of Loveland. In coordination with the Risk Manager, develop and implement strategic, administrative and field operations policies and procedures to increase proficiency in safe practices and promote safety consciousness.
- Coordinate and assist departments across the organization to establish and monitor safety program goals and objectives.
- Develop annual safety work plan, and maintain and update citywide safety manual and applicable department or division manuals.
- Work with insurance carrier in conducting safety and loss prevention audits of facilities, job sites, and procedures. Responsible for the review of audits and recommendations for corrective actions.
- Analyze safety problems and concerns presented by the public, employees, or supervisors, and recommend corrective action. Responsible for appropriate follow through on recommendations to ensure safety risk is adequately addressed.
- Train employees and supervisors regarding safety and loss control and keep supervisors and employees alerted as to the hazards of working conditions (e.g., dangerous chemicals, toxic fumes, power tools, confined spaces, etc.).
- Work with departments to ensure requirements are met for workers’ compensation cost containment certification with the State.
- Monitor citywide compliance of safety policies and provide compliance and loss analysis information and trends to safety committees and executive leadership.
- Assist in the selection of service providers and/or equipment.
- Coordinate emergency action plans and conduct drills/training.
- Conduct or arrange ergonomic evaluations and provide recommendations.
- Maintain safety database of workers' compensation claims and monitors safety recommendations on property liability claims.
- Conduct Accident/Incident Investigations with departments in accordance with City policy.
- Assist in coordination and attend safety committee meetings to provide recommendations and resources to identify and address safety concerns.
- Assist in the DOT/Drug and Alcohol Program and serve as backup to the Designated Employee Representative.
OTHER JOB FUNCTIONS:
Coordinate with Environmental Compliance Administrator as needed on environmental safety issues. Perform other duties as assigned.

JOB QUALIFICATIONS:
Knowledge, skills and abilities:
- Must be able to effectively and diplomatically communicate with employees and the public, both verbally and in writing.
- Ability to identify and analyze occupational safety issues; perform research, make recommendations and implement new programs.
- Requires proficiencies with typing and word processing software, MS Excel and PowerPoint, internal claims management software, and the use of multi-media systems for presentations and training. Position requires basic math and statistical analysis skills.
- Knowledge of job safety analysis and inspection techniques is required along with extensive knowledge of federal regulations, including but not limited to OSHA and DOT.
- Must have general knowledge of the proper use of powered industrial trucks and heavy equipment and safety equipment, such as personal protective equipment, gas detectors, dosimeters and confined space rescue equipment.

Education and/or experience:
Bachelor’s Degree in Safety, Industrial Hygiene, Safety Engineering or a closely related field required. Minimum three (3) years of professional level experience in the field of safety, ergonomics and safety training required. Minimum two (2) years’ experience development of safety and health programs required. An equivalent combination of education and/or experience may substitute for education requirement on a year-for-year basis.
Licensure and/or certifications:
Must possess a valid driver’s license.
OSHA 30-hour General Industry and Construction certification required.
Certified Safety Professional designation preferred.

Computer, calculator, telephone, vehicle, and copier, audio-visual equipment
Working conditions and physical requirements:
Requires ability to perform duties in both an office and field environment and includes ability to drive to various city facilities and field sites. The office environment entails sitting the majority of time, including lengthy periods of time at a computer. Also requires carrying up to 50 pounds, moving and positioning of objects. Bending, climbing stairs and walking through rough terrain occasionally required.
