This position is responsible for the overall vision and direction of the Finance Department , as well as administrative oversight of activities and programs including overall financial operations, fiscal planning functions, utility billing and collection, treasury, purchasing and City Clerk. Responsibilities include analyzes, reviews and makes recommendations to the City on financial matters; establishes program functions within the department; supervises and evaluates the performance of assigned personnel.
Considerable and frequent contact is maintained with the Executive Department, City Council, and other department directors as well as representatives of local, state and federal governments and agencies, and the general public.
Other duties may be assigned as needed.
- Plans, directs and coordinates comprehensive financial services for the city and provides strong and creative leadership and vision to the department and staff. Develops, supports and models a positive and productive workplace culture based on city core values.
- Develops a competent, well-trained, properly structured and motivated staff capable of achieving departmental goals and commitments; evaluates employee performance, reviews projects and programs, and distribution of work to assure proper and efficient workflow.
- Oversees financial functions within the department including accounts payable, accounts receivable, payroll, budgeting, fixed assets, grant and project accounting, central purchasing and others as assigned; assures compliance with state, federal and local policies, procedures, rules and regulations.
- Directs the city's accounting and reporting operations, including maintaining accounting systems, establishing and maintaining internal financial controls, preparing and directing required financial reports, and conducting internal audits according to established laws, regulations, policies, and procedures.
- Directs and oversees city-wide financial planning efforts, including the operating budget, capital improvement programs, individual budgets for special purpose/non-operating funds and financial forecasts.
- Directs the city's cash management function including collecting, depositing, investing and disbursing public funds controlled by the city; issues and repays city debt, collects accounts receivables, provides central cashiering services, and manages the city's various impress funds.
- Oversees the maintenance of official city records, coordination of public disclosure requests, support to City Council, and all official notices and publications.
- Recommends, establishes and directs overall financial related policies and procedures for all city departments.
- Analyzes and recommends appropriate financing strategies and funding sources for city services, projects and initiatives consistent with legal and policy requirements and prudent use of city resources. Analyzes major initiatives proposed by city departments and recommends appropriate financial strategies to the Chief Administrative Officer.
- Directs the establishment and maintenance of effective and efficient departmental work policies, systems and procedures, consistent with city policies relating to personnel, budgeting and accounting, procurement, contract management and other administrative matters; participates in labor contract negotiations and responds to grievances as required.
- Responsible for the duties and authority of City Treasurer as provided in RCW 35A.42.010, as applicable to the city.
- Responsible for the duties and authority of auditing officer as provided in RCW 42.24.080, as applicable to the city. Coordinates and oversees annual state audit.
- Performs related duties as assigned in order to effectively accomplish assigned areas of responsibility and contribute to effective city operations.
A combination of the experience, education, and training listed below which provides an equivalent background to perform the work of this position.
Experience:
- Ten years of progressively responsible experience in finance, accounting or business administration.
- Five years of supervisory experience.
Education and Training:
- Bachelor’s degree in accounting, finance or related field.
- Master’s Degree and/or Certified Public Accountant credentials preferred.
Licenses or Certificates:
- Must be bondable.
- Must possess, or have the ability to possess within one month of hire date, a Washington State Driver’s License.

Work is performed mainly during city office hours; however, some travel will be required and incumbent must attend night meetings of the City Council or city boards and commissions. These meetings are frequently held in the evening and consequently require extended work hours.

Salary : $174,034 - $222,746
