What are the responsibilities and job description for the Stormwater Operator D position at City of Miami Beach?


The purpose of this classification is to train to perform skilled work involving the operation, repair and maintenance of the City of Miami Beach's stormwater system. Employees in this classification ensure safe working conditions, and maintain stormwater flow. Position reports to the Storm Field Supervisor.

The following duties are to be learned for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Installs collection system mains, catch basins, flow control devises.
  • Cleans system, including pumping stations and clears flow stoppages.
  • Locates the City of Miami Beach's underground stormwater piping for other utilities and contractors.
  • Operates heavy equipment when required; instructs others on the operation of equipment and tools.
  • Sets up maintenance of traffic around job site to ensure safety and monitors traffic conditions.
  • Uses and maintains hand tools, power tools, and test equipment as assigned.
  • Assists mechanics and other tradesmen in routine maintenance and repair of the system and equipment.
  • Performs maintenance and repair of buildings, tanks and yard piping; maintains grounds, and cleaning walkways and roadways.
  • Cleans, oils, and maintains equipment and tools.
  • Prepares or completes various forms, reports, correspondence, or other documents.
  • Receives various forms, reports, correspondence, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate.
  • Documents all preventive maintenance accomplished on facilities, tanks, pipes, valves, and containment systems.
  • Plans, estimates and purchases all materials required for construction of new stormwater special projects and various other types of projects.
  • Documents  fund expenditures and materials use.
  • Communicates with supervisor, employees, other department representative, and stakeholders as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • High school diploma or GED, and a demonstrated desire to serve the public.
  •  Must obtain a Florida Water & Pollution Control Operators Association issued Stormwater Technician level C certification within 18 months of employment to remain employed with the City of Miami Beach.
  • Must obtain and maintain a valid Florida Class B Commercial Driver's License (CDL) including appropriate endorsement(s) within 12 months of employment to remain employed with the City of Miami Beach.
  •  This position is subject to random drug/alcohol testing as required under the Federal Department of Transportation's Random Testing for CDL drivers.
  • Must be able to communicate and comprehend the English language.
  • This position is a trainee position and promotion to Stormwater Operator C is required with 18 months to remain employed with the City of Miami Beach.
  • Shift work includes nights, weekends, and holidays
Physical Requirements:

  • Physical Ability: Tasks require the regular and sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and crawling, and that generally involves lifting, carrying, pushing, and/or pulling of moderately heavy objects and materials (20-50 pounds).
  • Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, odor, depth, texture, and visual cues or signals. All tasks require the ability to communicate orally
  • Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as confined space, dirt, dust, pollen, odors, wetness, humidity, rain, fumes, temperature and noise extremes, operating machinery, vibrations, electric currents, traffic hazards or toxic agents.

  • Ability to maintain regular and punctual attendance. 
  • Performs related work as required 
  • Reports to work as directed during an emergency as an essential employee of the City of Miami Beach
