What are the responsibilities and job description for the Youth Diversion Specialist position at City of Missouri City?

This is a professional, full time position with the City's Municipal Court. Under the supervision of the Deputy Court Administrator, this position maintains all court records; screen and assess juveniles who have received charges for offenses under the penal, transportation, health and safety, education code, and City ordinances etc.; monitor compliance with court orders; prepare statistical information for required reporting; and assists customers on the telephone and in person at the window. The position requires a specialized knowledge of court operations, policies, and procedures, and state statutes/laws.

Work involves judicial and financial record keeping, requiring the exercise of judgment within established departmental guidelines and policies. Work involves responsibilities for receiving and processing various legal motions, requests, and payment transactions requiring knowledge of legal codes, payment and charge codes, regulations, and department and city policies. Work is performed independently within established policies and procedures.
  • Must be able to understand state statutes/laws and have the ability to explain applicable legal options to defendants;
  • Provide timely and relevant juvenile assessments to assist the judges in making sentencing recommendations for juvenile offenders and during all juvenile proceedings;
  • Assess a juvenile’s case and develop case plans with juvenile offenders and their families;
  • Maintain confidentiality regarding juvenile offender cases, and all items of a sensitive nature;
  • Coordinate with local agencies and programs to provide counseling, human services, or other assistance to both juveniles and their families;
  • Monitor progress through contact with both the family and the juvenile via phone, email, or in-person communications;
  • Create, update, and maintain case files and database regarding juvenile offenders;
  • Provide reports to the Director of Court Services on recidivism;
  • File juvenile failure to appears in court cases;
  • Process TX DPS DIC driver’s license suspension placements and recalls;
  • Provide instruction to juveniles regarding self-improvement, traffic safety, substance user disorder, education, etc.;
  • Provide defendants with applicable options to resolve criminal case(s); 
  • Receive, validate, & process driver safety course requests and deferred court orders;
  • Receive & process various legal motions from attorneys and defendants.
  • Receive, process, and post cash bonds, bail bonds, and attorney bonds in accordance with state law and the presiding judge’s standing orders;
  • Receive & process payments accurately and timely to defendant’s case(s);
  • Insurance validation in accordance with applicable state law and judicial orders;
  • Extensive data entry not limited to: citations, affidavits, sworn complaints, incident reports, etc.;
  • Effectively and efficiently process cases while providing superior customer service;
  • Citation import and auditing (adherence to state statute requirements for various offenses);
  • Quality control for: DSC, probations, payment plans, extensions of time to pay, community service, MIPs, courtroom cases, and trial cases;
  • Understand and carry out oral and written instructions from administration and judiciary;
  • Make mathematical computations and tabulations rapidly and accurately for court orders;
  • Review and process appeal bond paperwork as regulated by state statute; 
  • Process and reconcile daily cash receipts and balance cash drawer daily;
  • Department voice mailbox monitoring and response;
  • Submit various forms to the Texas Department of Public Safety;
  • As assigned, responsible for juror check-in and summons and/or event monitoring; process jail and bonding paperwork;
  • Clear warrants and holds from the Police Department and surrounding agencies; and prepare hold notices on defendants as requested; 
  • Performs all other duties as assigned by the Deputy Court Administrator and the Director of Court Services;
  • Subject to 24-hour recall.
Associate’s Degree and 4 years court related experience or High School Diploma and 6 years court related experience required.

Level II, Court Clerk Certification required or the ability to obtain within a year. Experience as a municipal court trainer and in juvenile court programs preferred.The Department of Human Resources & Organizational Development may consider an equivalent combination of education, training and/or experience.

Salary : $47,196 - $58,995
