The Fire Inspector II position is a full-time position in the Fire Prevention Division of the Fire Department. The position is responsible for a wide range of duties including, but not limited to conducting technical fire inspections, investigating complaints related to fire prevention codes and laws, maintaining records, and coordinating training and education programs which will include public education events that may occur on weekends or outside of normal business hours.

Application Process

A limited number of top applicants—based on their training, experience, and qualifications—will move forward in the selection process. The City will first review all online applications to decide who advances. Next steps may include a written exercise, skills test, panel interview, and final department interview. The Human Resources Department may adjust these steps as needed.

Before starting work, selected candidates must pass a Live Scan fingerprint background check and reference check.

Applicants who complete all phases successfully will be placed on an eligibility list, active for 12 months. This list may be used to fill similar full-time, part-time, or seasonal positions.

Salary

Fire Inspector I: $80,616.00- $98,016.00 Annually

Fire Inspector II: $88,704.00 - $107,808.00 Annually

SUMMARY: Under the general direction of the Deputy Fire Marshal, to conduct technical fire inspections, plan reviews, public fire education and perform fire investigative work to ensure compliance with laws, ordinances and regulations pertaining to the prevention and control of fires.

DISTINGUISHING CHARACTERISTICS: This position is a non-sworn position in the Fire Department. The Fire Inspector II isa journey-level class where incumbents are expected to independently perform the full scope of assigned duties with minimal supervision. The Fire Inspector II class is distinguished from the Fire Inspector I in that incumbents in this class have responsibility for more difficult and complicated programs or projects and may assign, coordinate and provide director or indirect supervision of part time staff.

ESSENTIAL FUNCTIONS: Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Factors such as regular attendance at the job are not routinely listed in job descriptions, but are an essential function. Essential duties and responsibilities may include, but are not limited to, the following:

  • In coordination with the Deputy Fire Marshal, coordinate inspection assignments for part time inspectors.
  • Work collaboratively with consultants and contractors to ensure plan reviews, permits and other assigned work is completed timely and correctly.
  • Inspect structures and check plans to obtain code and ordinance compliance in all occupancy classifications as they relate to new construction, fire extinguishing systems, fire alarm systems, weed abatement, special events, complaints and related fire/life safety issues.
  • Perform state-mandated occupancy inspections.
  • Interpret and enforce provisions of fire prevention, fire and life safety laws, codes, ordinances and other regulations.
  • Prepare and maintain records and reports.
  • Participate in the development and implementation of new policies and procedures.
  • Perform periodic and follow-up inspections of new and existing buildings, structures and installations requiring Fire Department clearances.
  • Provide support for fire investigations and collect evidence.
  • Investigate complaints pertaining to violation of fire prevention codes and laws.
  • Issue corrective orders, document all correspondence and actions.
  • Coordinate weed abatement and vegetation management programs.
  • Develop and coordinate fire prevention programs such as: fire inspection reporting.
  • Conduct fire prevention and inspection training sessions for fire department personnel.
  • Develop and conduct training programs and group presentations relative to fire prevention and fire investigation in conjunction with other fire department personnel.
  • Represent the Fire Department before citizens and groups.
  • Provide information to the public concerning fire prevention practices and procedures.
  • Support the relationship between the City of Monterey and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors and City Staff.
  • Maintain confidentiality of work-related issues and City information.
  • Perform other job-related duties within the scope of this job classification as assigned.
  • Drive and operate City provided vehicle.

MINIMUM QUALIFICATIONS:

Fire Inspector I

Education:

  • The successful completion of a certificate program in Fire Technology or Fire Science from an accredited college or university. Plus the successful completion of California State Board of Fire Services accredited courses Fire Inspector IA, 1B, 1C and 1D within twelve (12) months of hire.
  • Completion of an Associate’s Degree from an accredited college or university in Fire Technology, Fire Science or a closely related field and California State Board of Fire Services accredited Fire Inspector 2A, 2B, 2C and 2D and Public Education 1, or equivalent, are highly desirable.

Experience: Two (2) years of experience in fire prevention including fire inspection and public education/relations.

Fire Inspector II

Education:

  • The successful completion of a certificate program in Fire Technology or Fire Science from an accredited college or university. Plus the successful completion of California State Board of Fire Services accredited courses Fire Inspector IA, 1B, 1C and 1D. Plus the successful completion of California State Board of Fire Services accredited courses Fire Inspector 2A, 2B, 2C, and 2D within twelve (12) months of hire.
  • Completion of an Associate’s Degree from an accredited college or university in Fire Technology, Fire Science, or a closely related field and California State Board of Fire Services accredited courses Fire Investigation 1A and 1B, Plans Examiner 1A, 1B, 1C, Public Education 1, or equivalent, are highly desirable.

Experience: Four (4) years of experience in fire prevention including fire inspection and public education/relations.

An equivalent combination of education and experience may be considered.

Knowledge

  • City and Fire Department policies and procedures.
  • Principles, practices and techniques of fire prevention.
  • Federal, state and local fire prevention and life safety codes, laws and ordinances.
  • Search and seizure procedures.
  • Principles and techniques of building inspection work.
  • Practices, procedures and equipment used in fire investigations, including the ability to recognize and collect and preserve evidence.
  • Procedures and techniques of operation of equipment such as fire extinguishers, sprinkler systems and alarms.

Skill in:

  • Communicating effectively verbally and in writing.
  • Applying technical knowledge, following proper inspection techniques, and detecting deviations from plans, regulations, and standard safety practices.
  • Performing journey-level fire prevention inspection for a variety of buildings, structures, and installations.
  • Enforcing a variety of codes, ordinances, and regulations pertaining to fire prevention and hazardous materials with firmness and tact.
  • Reading and interpreting building plans and fire protection system components.
  • Maintaining cooperative relations with builders, contractors, businesses, City staff and the public.
  • Interpreting and enforcing federal, state and local fire prevention and hazardous materials codes, laws and ordinances.
  • Identifying fire hazards and recommending corrective actions.
  • Identifying types and determining cause and origin of fires.
  • Recognizing, identifying, and preserving evidence.
  • Effectively interviewing witnesses and suspects.
  • Working effectively without close supervision.
  • Comprehending and making inferences from written material.
  • Preparing and maintaining a variety of records and reports.
  • Making effective presentations in front of groups.

Physical Demands

  • Standing & Walking – Standing for extended periods of time and/or walking distances (1 or more miles).
  • Lifting - Ability to safely lift up to 50 pounds; use proper lifting techniques including bending at the knees.
  • Climbing - Ability to ascend 10 ft. or more up ladder(s).
  • Manual Dexterity - The ability to perform multiple work activities requiring a significant level of physical and mental coordination, such as using a shovel to move debris, dirt or other material, accurate field measuring; repair and calibration of instruments; computer keyboard; writing.
  • Visual - Acuity for driving long periods; reading literature for long periods; industry warning signs and instruments; reading maps and diagrams, computer screen.
  • Mobility: Ability to operate a motor vehicle, and sit, reach, push, pull, stoop, bend, crawl, look upward, and squat.
  • Reflexes - Ability to quickly and automatically respond to emergency and safety situations.
  • Ability to function in confined spaces and/or hazardous environment.
  • Ability to don, wear, operate in and carry on back a self-contained breathing apparatus weighing up to 50 pounds for extended periods.
  • Wear and operate in protective equipment as assigned, when working in hazardous or potentially hazardous conditions, including but not limited to head protection, eye protection, respiratory protection, hand protection, foot protection, knee protection, and full body protection.

Environmental Elements

Work is performed in an office setting, in any building or structure in the Fire Department’s current service area, and outdoors with exposure to inclement weather; exposure to noise, dust, grease fumes, gases and potentially hazardous chemicals. May be required to respond to calls on evenings, weekends, and holidays.
