GENERAL DESCRIPTION OF DUTIES:
The purpose of this classification is to perform technical duties related to building permit plan intake, customer counter assistance, research, permit tracking, plans review coordination, and other duties in support of Building Department functions.
EMERGENCY RESPONSE STATEMENT
Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event. All employees may be subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
- Provides assistance to the public on complex technical and process information that requires through knowledge of regulations, policies and procedures.
- Reviews both residential and commercial construction documents and building permit applications for completeness; identifies requirements of all plan review stops', ensuring adequate information is being submitted for review.
- Oversees and provides varied building and land use information to professional and technical staff and the public; explains permit and plan review processes, fees and requirements to the public.
- May issue over the counter permits based on information provided by the customer, determining the type of permit, the processing route and the correct fees to charge.
- Assembles residential and commercial plans for permit issuance by gathering written materials, addenda and verifying all plan review steps have been completed and approved.
- Verifies contractors and sub-contractors for current licensure and compliance with applicable State and local licensing laws; verifies license is consistent with requested permit; verifies zoning is consistent with requested permit.
- Enters various permit data in computer, such as construction type, occupancy type, roof materials, work description, and appropriate permits; assigns permit number and web based access number (PIN); and prepares printout for applicant.
- Issues appropriate permit applications; distributes plans for review to appropriate plan review staff including completed applications.
- Coordinates' tracking of plans review/permitting process with appropriate divisions; notifies contractors of plans' status.
- Processes contractor and homeowner's requests for permitting, calculates fees, and collects funds due.
- Performs daily accounting, balancing and verification of all transactions processed.
- Prepares documents for issuance, Certificates of Occupancy or completion; distributes required copies to appropriate departments.
- Verifies dates of final inspections, collection of all applicable fees, and accurate recording of all fees; flags final inspections for printing process.
- Provides assistance to inspectors in the field in accessing, verifying and relaying information.
- Responds to information requests concerning the Comprehensive Development Code, permitting processes and procedures, fees, flood zone issues, FEMA issues, property location verifications, and related zoning and permitting issues.
- Performs various clerical tasks in processing miscellaneous and special permits, verifying credentials and calculating fees.
- Maintains active and finalized files for permits, reports, and receipts; prepares such for storage.
- Data Utilization: Requires the ability to review, classify, categorize, prioritize, and/or analyze data. Includes exercising discretion in determining data classification, and in referencing such analysis to established standards for the purpose of recognizing actual or probable interactive effects and relationships.
- Human Interaction: Requires the ability to apply principles of persuasion and/or influence over others in coordinating activities of a project, program, or designated area of responsibility.
- Equipment, Machinery, Tools, and Materials Utilization: Requires the ability to operate, maneuver and/or control the actions of equipment, machinery, tools, and/or materials used in performing essential functions.
- Verbal Aptitude: Requires the ability to utilize a wide variety of reference, descriptive, and/or advisory data and information.
- Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication, and division; the ability to calculate decimals and percentages; the ability to utilize principles of fractions; and the ability to interpret graphs.
- Functional Reasoning: Requires the ability to apply principles of rational systems; to interpret instructions furnished in written, oral, diagrammatic, or schedule form; and to exercise independent judgment to adopt or modify methods and standards to meet variations in assigned objectives.
- Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
MINIMUM TRAINING AND EXPERIENCE:
- High school diploma or G.E.D.
- Three (3) years progressively responsible experience in administrative support functions demonstrating customer service skills and the ability to apply acute attention to detail
- Any equivalent combination of training and experience which provides the requisite knowledge, skills and abilities for this position.

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, taste, odor, depth texture, and visual cues or signals. Some tasks require the ability to communicate orally.
