Summary
The purpose of this position is to plan, direct, organize, implement, and review the activities of the Development Services Department, including Planning and Zoning, Building Inspection and Code Enforcement, and the Municipal Airport. Additionally, this position oversees annual city event planning which includes Celebrate Neosho and Fall Festival; departmental grant writing and serves on multiple advisory committees including but not limited to Planning and Zoning, Events, and Airport.
Supervisory Received and Exercised:
Reports to the City Manager. Exercises supervision over all full and part-time department staff in the Development Services Department and Municipal Airport.
General Essential Duties & Responsibilities:
Important responsibilities and duties may include, but are not limited to, the following:
- Plans, organizes, and directs Planning, Zoning, Building Inspection, Code Enforcement, and Economic Development, and Municipal Airport programs and activities.
- Coordinates and/oversees acquisition and administration of grants and other funding sources for municipal infrastructure projects and programs.
- In cooperation with Public Works Director, plans, organizes, and directs development, implementation, and evaluation of activities and programs required by the City’s Municipal Separate Storm Sewer (MS4) general permit, and all associated regulatory measures and reporting requirements.
- Coordinate and direct the implementation of a Geographic Information System (GIS) efficiently managing the City’s planning functions, infrastructure inventory, maintenance activities, and environmental matters further directing the production of GIS map products to provide decision support to City management, boards, commissions, and the public as applicable.
- Serves as technical advisor to the Planning and Zoning Commission, City Council, City Manager, other City departments and civic groups on issues related to planning, zoning, code enforcement, building inspections, and various ordinances and regulations pertaining to such.
- Serves as the City’s representative to the Harry S. Truman Council of Governments and the associated Regional Transportation Advisory Committee and Comprehensive Economic Development Strategy Committee.
- Serves on and/or advises the Historic Preservation Commission, Airport Industrial Development Board, and other boards and commissions as needed.
- Acts as City’s liaison to landowners, developers, other agencies, and the general public in responding to, investigating, and resolving all aspects of Development Services concerns.
- Provides recommendations for amendments to various elements of the City’s Comprehensive Plan and Municipal Code.
- Prepares and administers Development Services and Municipal Airport budgets.
- Submits reports and information to state and federal agencies to comply with statutory reporting requirements as related to departments and funding.
- Attends all city council meetings; prepares and presents reports and agenda items for directly supervised departments and other City departments as directed by City Manager.
- Prepares, solicits, and evaluates Requests for Proposals (RFPs) and Requests for Qualifications (RFQs) for directly supervised departments and other City departments as requested by City Manager.
- Respond to requests for information from the news media, other governments, and the general public as directed by the City Manager.
- Advises management on financial matters related to grants, funding and economic development as related to directly supervised departments and other City departments and projects as requested by City Manager.
- Creates, maintains, and administers departmental procedures and policies.
- Selects, trains, and evaluates personnel; provides or coordinates staff training; and administers all aspects of departmental-level personnel management.
- Attends management meetings and mandatory trainings.
- Performs other duties as assigned.

2. Pertinent state and federal laws and regulations pertaining to building codes and inspection, code enforcement, environmental matters, development, zoning, and land use.
3. Principles and techniques of budget development and administration.

7. Maps and Geographic Information Systems, hardware, and software.

2. Education and/or Experience
Bachelor’s Degree from an accredited college or university with major course work in planning, public or business administration, or a related field preferred. Minimum of five years’ experience in municipal planning and community development and management, or an equivalent combination of education and experience.
3. Language Skills
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
4. Ability
- Interpret planning, zoning, building and code enforcement regulations to the general public.
- Plan, prioritize, and direct varied activities of multiple departments.
- Prepare and administer departmental budgets.
- Evaluate, train, supervise, and motivate personnel; monitor employee performance objectives; prepare employee performance reviews; and follow up on employee goals and training.
- Develop and administer sound departmental policies and procedures.
- Work independently, with little or no supervision.
- Multi-task.
- Be organized and detail oriented.
- Establish and maintain effective working relationships within the City and the community.
- Communicate effectively both verbally and in writing.
5. Work Environment
Work is performed primarily in an office setting amid normal conditions of dust, odors, fumes, and noises, with some travel from department to department and to worksites.
6. Training
Continually participate in additional training related to job as requested by supervisor.
