The NCSB is currently seeking an Early Childhood Special Educator for their Infant & Toddler Connection division.
The Infant & Toddler Connection of Norfolk is the local system of the Infant & Toddler Connection of Virginia. Each of Virginia's 40 localities has an early intervention program. The City of Norfolk Community Services Board (NCSB) is the local lead agency for the program. The Infant & Toddler Connection of Norfolk provides early intervention services to eligible infants and toddlers (birth through age two) who have disabilities or developmental delays. The program is mandated through Part C of the Federal Individuals with Disabilities Education Act.
The Early Childhood Special Educator will provide Developmental Services in accordance with the Individualized Family Services Plan to children birth through 2 years of age with developmental delays and/or a medical diagnosis with high prevalence of leading to delays. Educator will utilize coaching and adult learning principles to help families learn intervention strategies to utilize throughout the child's daily routine. Educator will also serve on several multidisciplinary teams each week to evaluate children and develop an appropriate treatment plan. Services to children and their families will be provided in the child's home and/or other community location where child spends time.
Departmental Hiring Salary Range: $59,393 - $68,301
Essential functions include but are not limited to:
- Serves as a member of the inter-disciplinary team that conducts developmental assessments and works with infants in the following activities in the home environment and in small groups at various Norfolk sites: cognitive skills, social-emotional skills, language skills, gross and fine motor skills, and adaptive skills.
- Has working knowledge of various screening and assessment tools that are used with children with disabilities age birth to three.
- Develops and implements objectives outlined in the Individual Family Service Plan (IFSP) following the initial assessment.
- Develops developmentally appropriate intervention strategies in collaboration with the family/caregivers to be implemented in the child’s daily routines.
- Maintains documentation in accordance with Federal, State, and local guidelines.
- Provides coaching in relation to the child and family’s goals and objectives as established in the IFSP.
- Schedules and provides educational activities in the home environment or other natural environment as identified by the family, and in compliance with the IFSP.
- Coaches parents in various intervention strategies and works to engage the parent in active participation in home-based activities. Instructs and encourages parents to carry out IFSP objectives in the home and provide parents with information about child growth and development.
- Works closely with Service Coordinators and other early intervention services providers.
- Participates in child find activities, such as: health fairs, community screenings, etc.
- Performs other related job duties as assigned.
Bachelor's degree in special education or related educational field.
Experience working with developmentally delayed infants/toddlers include Early Intervention and/or Preschool Special Education.

- Valid Driver's License.
- Virginia Department of Education licensure with endorsement in one of the following 8 categories:
- Early Childhood Special Education (birth-5)
- Early/Primary Education (PreK-3)
- Early/Primary Education (NK-4)
- Elementary Education (PreK-6)
- Special Education – General Curriculum (K-12)
- Special Education – Adapted Curriculum (K-12)
- Educator of the Hearing Impaired
- Educator of the Visually Impaired
- Provisional licenses are not accepted.
- Must be able to pass all training modules to obtain an Early Intervention
Professional (DBHDS) certificate.
