The Department of Finance provides centralized structure and support for the City of Norfolk, to include: financial reporting; debt; payroll; procurement; risk management; fiscal systems support; accounts payable; collections; business process improvement; and retirement. Finance’s Financial Reporting Division is responsible for facilitating the City’s annual external audit, preparing the City’s Annual Comprehensive Financial Report (ACFR), and maintaining the integrity of the City’s general ledger accounting system. Financial Reporting’s Senior Accounting Manager position manages activities of the Financial Accounting and Reporting division within the Department of Finance. We follow the Generally Accepted Accounting Principles (GAAP) established by the Governmental Accounting Standards Board (GASB), and are also tasked with ensuring compliance with federal, state, and local guidelines and requirements. The incumbent will be furnished with the resources, training (both formal and informal), and support needed to be successful in this position. This position will require you to work independently much of the time, but also to keep management updated on your progress. You will be counted on to suggest paths of improvement, obtain management’s buy in, and implement solutions. Overtime may be required during high volume periods and in conjunction with federal and state deadlines. While we continue to build a great Financial Reporting team and try to limit additional hours as much as possible, failing to meet our essential City obligations is not an option for our division.
Essential functions include but are not limited to:
- Directs and coordinates activities of the Department of Finance's Financial Reporting bureau.
- Reconciles, reviews, and approves transactions using the City's financial system. Manages and oversees the preparation of the City's Annual Comprehensive Financial Report (ACFR).
- Prepares audit workpapers and schedules.
- Manages and facilitates the annual external audit.
- Implements and monitors financial accounting and reporting standards.
- Supervises and develops staff by reviewing work product, providing feedback, and ensuring adherence to expectations.
- Analyzes and recommends redesigned processes, policies, procedures, and internal controls to executive management.
- Responsible for strategic planning and continuously looking for new and innovative ways to enhance and streamline financial processes and procedures.
- Provides feedback and direction to other City departments utilizing strong communication skills and customer service techniques.
- Serves as the backup to the City Controller.
- Performs other duties as assigned.
- Works additional hours as required to meet departmental obligations and deadlines
Required:
- Three years of experience in accounting supervision and computer software application.
- Bachelor's or master’s degree in accounting or finance.
- Five years of experience in accounting and financial reporting.
- Three years of supervision/management experience.
- Public Accounting experience.
- Advanced experience with Microsoft Excel.
- Certified Public Accountant required.
Signing Bonus: This position is eligible for a $5,000 signing bonus.
Salary : $75,782 - $116,000
