JOB SUMMARY:

This position pays $60,000-$70,000 annually. The City of Normandy also offers great benefits and is apart of the LAGERs retirement program.

Under the general direction of the City Administrator, the Director of Public Works manages and directs all activities and operations involving the City’s Public Works (street maintenance, property and vehicle maintenance, snow removal, and other services) and public works projects. The Director of public works is responsible for addressing citizen complaints, both verbal and written, related to the Department’s operation. The Director of Public Works supervises a small staff of public works laborers and must be skilled in leadership abilities.

ESSENTIAL FUNCTIONS:

1. Provide leadership and administrative direction on public works activities, including street maintenance, vehicle and equipment maintenance, and building maintenance.

2. Provide capital improvements planning and recommend options for public works projects and capital improvement programs for the City.

3. Prepare and evaluate cost estimates in construction and repair projects.
4. Supervise capital improvement projects, review specifications, reviews plans, coordinate schedules for architects, engineers, and contractors, write RFPs and RFQs, let bids, and coordinate all phases of construction.

5. Direct subordinates’ activities relating to managing and overseeing of projects while in progress.
6. Ensure contractual agreements are met and that the City is properly serviced by the construction and installation of facilities and improvements made by contractors.
7. Provide management direction in all hiring, training, and evaluations of personnel within the public works department.
8. Represent the City at public and private meetings and conferences relating to City business.
9. Effectively and courteously communicate with the public and employees, in person, on the telephone, and in writing.
10. Communicate on a proactive basis to resolve citizen complaints as they arise.
11. Perform a variety of tasks as directed by the City Administrator.
12. Skillfully and tactfully address the general public and elected officials, both individually and in group settings, as well as among peers.

MINIMUM QUALIFICATIONS:

1. Highschool Diploma or GED is required.
2. Bachelor’s in Civil Engineering, Public Administration, or related field is highly desired.
3. Four or more years operational experience as a Public Works Director, Assistant Public Works

Director, or Public Works Supervisor highly desired.
4. Experience with using and maintaining heavy equipment.
5. Thorough knowledge of laws and regulations pertaining to civil engineering and public works improvements.

6. Experience in negotiating, preparing, and letting contracts for public works projects on behalf of the City.

7. Missouri CDL Class B or higher required or must be obtained within six months of hire.

The employee is frequently required to bend, stoop, crouch, carry, and lift up to 35 lbs. This position will require someone capable of both office work and manual labor. This is a department head level, which requires working some evening and weekend hours.

Pay: $60,000.00 - $70,000.00 per year
