What are the responsibilities and job description for the Code Enforcement Inspector position at City of North Port?

Skilled technical position involving the investigation and enforcement of City codes, ordinances and regulations pertaining to the development and utilization of land and building structures. Work involves considerable contact with the public. Work is performed under the supervision of the Code Enforcement Manager.
 
  • Investigates reports of violations of City enforced codes, ordinances and regulations.
  • Contacts alleged violators and explains reported violations; advises individuals of their responsibilities relative to corrective action or procedures to attain compliance.
  • Issues citation notices to violators and processes notices with the City Clerk's office as City of North Port Code.
  • Performs follow-up investigations of the site to verify the violations have been corrected.
  • Prepares and serves official notices to alleged violators regarding non-compliance after initial notification.
  • Furnishes copies of notices to tenants.
  • Prepares detailed reports of inspections conducted regarding the existence and circumstances of violations and the actions taken to resolve the violations.
  • Prepares case work-up and assembles documentation for situations requiring hearing before the Hearing Officer and State or County Attorney's Office.
  • Attends court cases for the purpose of testifying.
  • Searches for and obtains copies of deeds, applicable code requirements, licenses and other information in preparing violation cases for court action.
  • Discusses and files complaints with the City Attorney's Office.
  • Coordinates with employees from other City departments in the investigation of complaints and related enforcement action.
  • Attends public meeting and seminars and various other meetings with contractors, other departments, and building owners.

  • Knowledge to understand, interpret and enforce City codes and ordinances.
  • Knowledge of housing, building and zoning codes.
  • Knowledge of occupational hazards and safety precautions.
  • Skilled in the use of small office equipment, including copy machines or multi-line telephone systems.
  • Skilled in using computers for data entry, word processing and accounting purposes.
  • Ability to use computer software (Word, Excel, etc.) and enter data accurately from a wide variety of source documents.
  • Ability to be articulate and professional during court testimony; ability to follow written and oral instructions.
  • Ability to plan, organize and use mature judgment in evaluating situations and making decisions in accordance with established policy.
  • Ability to establish and maintain effective working relationships with employees, other agencies and the public.
  • Ability to learn procedures for the enforcement of laws, codes, rules and regulations.
  • Ability to interpret, explain and enforce City ordinances, codes, laws and regulations in a firm, tactful and impartial manner.
  • Ability to recognize conditions in which ordinances, codes, laws and regulations are being violated.
  • Ability to conduct objective investigations and prepare accurate records and reports.
  • Ability to coordinate with other investigative staff for documentation of all evidence.

Education and Experience:

  • High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred.
  • Two (2) years of experience in code inspection, law enforcement, planning, zoning or building construction work at a level requiring knowledge of codes.

(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)

Licenses and Certifications:

  • Possession of and ability to maintain a valid Florida driver's license is required.
  • Must be able to achieve Florida Association of Code Enforcement (F.A.C.E.) Level One certification for Code Enforcement Officers within one (1) year from the date of hire.

Emergency Response Responsibility

Every City employee has emergency response responsibilities, though not every position will require routine assignments during an emergency event.  All employees are subject to recall around the clock for emergency response operations, which may require irregular work hours, work at locations other than the normal work location, and may include duties other than those specified in the employee's official job description. Assignments in support of emergency operations may be extensive in nature, with little advance notice, and may require employees to relocate to emergency sites with physically and operationally challenging conditions.
