What are the responsibilities and job description for the Zoning Plans Reviewer position at City of North Port?
Responsible for reviewing the zoning aspect of development plans and permit applications for new building construction, alterations, and repairs. Required to enforce adherence to codes, standards, and ordinances. This position reports to the Chief Plans Examiner.
- Locates properties to determine applicable setbacks, design standards, and other regulatory requirements (including wetland buffers, easement avoidance, and other environmentally sensitive lands and species) based on zoning district and other ULDC regulations, VDPPs, USDRs, and other adopted codes, design standards, and ordinances as applicable.
- Coordinates with and advises Arborist, Environmental Technician, and appropriate state and local agencies as needed to verify presence of archaeological sites, environmentally sensitive land, and protected species related to land clearing permits and other permit applications; processes environmental assessments for Gopher Tortoises and Scrub Jays, and coordinates with Florida Fish and Wildlife Conservation Commission (FWC).
- Reviews site and building plans for one and two-family dwelling units and associated accessory structures (i.e., fences, walls, sheds, lanais, screen enclosures, etc.) to ensure site plan and floor plans are consistent, and that building heights, setbacks, wetland buffers and easement avoidance requirements and all other applicable ULDC, VDPP, or regulations are met.
- Participates in the site development review process (SDR), reviews development petitions for zoning compliance.
- Ensures a Development Order (D.O.) has been issued for non-residential and multi-family permit applications. Reviews plans to confirm site layout and floor plans submitted with permit are consistent with D.O. approved plans and conditions. Validates that building elevations match approved Urban Design Standards Review.
- Reviews sign permit applications to determine compliance with the applicable ULDC, VDPP, or other standards.
- Reviews foundation surveys and as-built surveys for compliance with approved plans and all other applicable regulations and verifies easement avoidance.
- Provides technical guidance and direction to zoning inspectors and the public regarding the enforcement and interpretation of zoning regulations; consults with the Planning & Zoning Manager or designee as necessary to ensure proper interpretation and consistent application of the codes.
- Acts as a liaison between the Building Division and the Planning & Zoning Division.
- Assists with field inspections as needed.

- Knowledge of zoning best practices, state and local regulations relating to zoning and environmental compliance.
- Knowledge of and/or ability to become familiar with the North Port Unified Land Development Code, Village Development Pattern Plans, Urban Design Standards Regulations, and other applicable codes and regulations. This position will require ability to ascertain which regulations apply to specific proposed activities and uses.
- Ability to read, understand and interpret local and state regulations, and to interpret all types of building and site plans, and to comprehend engineering and architectural drawings, blueprints, and construction specifications.
- Skilled in technical plan review and capable of attention to detail.
- Ability to communicate in a diplomatic and professional manner, to exercise judgement, and to enforce regulations with firmness and tact.
- Skilled in planning and organizing workload; capable of working independently with minimal supervision while exercising judgement as to areas requiring consultation with supervisors.
- Skilled in the operation of basic office equipment, e.g., computer terminals, printers, copy machines, telephone systems, etc.
- Ability to prepare clear and concise written reports and correspondence and to provide comprehensible oral presentations concerning information, problems, and recommendations on zoning issues.
- Ability to perform field inspections under a variety of conditions and in a construction site environment. as needed.
Education and Experience:
- High School Diploma from an accredited high school or possession of an acceptable equivalency diploma is preferred.
- Five (5) years of responsible work experience in zoning, code enforcement, or related field.
(A comparable amount of relevant training, education and/or experience may be substituted for the above qualifications.)
Licenses and Certifications:
- Possession of or ability to obtain a valid Florida driver’s license.
- Must successfully pass an examination as a Zoning Inspector or obtain certification within three (3) years from the date of hire.
