POSITION DEFINITION: Provides planning, administration and supervision in the operation and maintenance of wastewater collection and treatment systems. Provides technical support to City Departments, Committees, Boards, Authorities and Commissions.

EXAMPLE OF DUTIES: Receives oral or written direction from the Supervisory Environmental Engineer. Organizes, plans and accomplishes work according to environmental law, City code, project schedules and standard procedures. Provides contract administration and management for the outsourced provision of wastewater collection and treatment and for environmental consulting services. Assists in the preparation of plans, specifications and designs for all Public Works projects that relate to, connect with and/or interfere with wastewater collection and treatment system infrastructure. Contributes to the preparation of cost and materials estimates for appropriate construction projects. Assists in developing Department operating and capital budgets and administers the approved budgets for wastewater and assigned environmental activities. Investigates complaints regarding wastewater and general environmental activities. Recommends periodic payments and final acceptance of work. Participates in negotiation of change orders. Provides technical information and general assistance to City Departments, Committees, Boards, Authorities and Commissions as it relates to assigned projects and/or responsibilities. Oversees the preparation of technical reports in operational and contractual areas and prepares technical reports on wastewater operations and environmental matters for the Director, including supporting, graphical and tabular data and charts as necessary. Reports work accomplished to the Supervisory Environmental Engineer.

ADDITIONAL DUTIES: Participates in the long-range and near-term planning for the Department. Participates in the selection of consulting services for City projects and services. When directed, represents the Director in public outreach and communication. Accomplishes additional duties as assigned.

Supervised By: Receives general direction from the Supervisory Environmental Engineer.

Ability to interpret an extensive variety of technical instructions on construction, operations and maintenance in mathematical, diagrammatic or schematic form. Ability to plan, organize and oversee wastewater and environmental operations and projects in a varied municipal environment. Knowledge of methods and materials used in the construction, operations and maintenance of wastewater systems, to include familiarity with developing technology. Must have intimate working knowledge of federal, state and local laws and regulations regarding sanitary system operations and environmental impacts. Ability to deal effectively with staff, officials, project personnel and the public.Bachelor's degree in Civil, Environmental or Sanitary Engineering and five years of progressively responsible experience in the operation and maintenance of wastewater collection and treatment systems. An advanced degree in Environmental or Sanitary Engineering is desirable.License or Certificate: Motor Vehicle Operator's License. Licensure as a Professional Engineer in the State of Connecticut and/or a Connecticut Class IV Wastewater Treatment Plant Operator's Certificate is desirable.

This position is a Grade 6

Salary : $107,324 - $117,080
