Department: Building Services

Reports to: Building Maintenance Supervisor

Summary: Under basic supervision, performs skilled and semi-skilled labor in the repair and maintenance of City buildings, including basic carpentry, mechanical, security, painting, and landscaping work for the Building Services Department (BSD); assists building trades' workers as assigned.

Essential duties and responsibilities may include, but are not limited to, the following:


  • Performs a variety of unskilled and semi-skilled building maintenance, preventive maintenance, and repair tasks in buildings, grounds, and facilities; duties may vary according to job assignment and individual skills.
  • Reads work orders, and compiles material, supplies, and equipment needed; performs repairs, maintenance, preventive maintenance, and component replacements on mechanical, electrical, security, and plumbing systems and equipment as directed; operates hand and power tools.
  • Performs maintenance and repairs within scope of authority, and in accordance with all safety regulations and BSD procedures; notifies supervisor of safety hazards, equipment problems, and emergency situations.
  • Must have and maintain a cell phone for City use to hold this position.
  • Supports the departmental operations with regular and timely attendance.
  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: High school diploma or GED required; AND three years of building maintenance experience, preferably with City of Odessa.

Knowledge of:

  • City safety rules and regulations, occupational hazards and safety precautions.
  • Materials, equipment, and tools used in cleaning and maintaining buildings.

Skill in:

  • Operating and maintaining tools and equipment in a safe and effective manner.
  • Following verbal and written instructions and procedures, and BSD safety standards.
  • Establishing and maintaining cooperative working relationships with co-workers.
  • Communicating effectively verbally and in writing.

License and certification requirements: A valid Texas State Driver's License is required. Specific training and certifications may be required for some incumbents; journey level experience in building trades is preferred.

Physical demands and working environment: Appointment will be conditional upon successful completion of FBI criminal background fingerprint check in accordance with Criminal Justice Information System (CJIS) standards. Work is performed in City facilities; requires ability to bend, reach, stoop, and lift objects; may be exposed to safety hazards and dangerous tools and equipment. Must wear City approved safety shoes.
