The Community Improvement Officer performs technical field and administrative work aimed at proactively identifying properties with potential violations of the City Municipal Code while working in collaboration with community members on programs and solutions to improve neighborhoods and increase code compliance.

Community Improvement Department
The City of Ontario's Community Improvement Department‘s primary objective is to improve the quality of neighborhoods throughout Ontario by removing blighted conditions, rehabilitating the current housing stock, and creating self-sustainable neighborhoods. The Community Improvement Department is a division of the Community Development Agency and is responsible for enforcing Ontario Municipal Code regulations on private property throughout the City. This may include, but is not limited to health and safety matters, unpermitted vending activity, parking on private property, zoning violations, property maintenance, and other substandard conditions on residential, commercial, and industrial properties. The Community Improvement Department also operates the Weed Abatement program, Abandoned and Distressed Property Registration program, and Systematic Health and Safety Rental Inspection program, all focused on enhancing community aesthetics and overall living conditions for the residents of Ontario.

- Processes and responds to citizen-initiated complaints regarding potential violations of the City municipal codes and adopted codes.
- Pro-actively surveys the City for violations of state and local laws pertaining to zoning/land use issues and building code compliance, property maintenance standards, commercial maintenance standards, and other related matters.
- Conducts interior and exterior property inspections for violations of City municipal code and adopted codes.
- Investigates business licenses, building permits, planning permits, and zoning violations of a general nature and recommends appropriate action to supervisor.
- Enforces and issues administrative citations, Notices to Appear, Notices of Violation, Notice and Orders, and civil penalties as required by the City's municipal code and adopted codes.
- Efficiently manages case workload, including the scheduling of inspections, preparing and maintaining detailed case records, notes, and reports in a computer database.
- Educates property owners on corrective actions required to comply with City municipal code and adopted codes.
- Develops innovative and collaborative approaches to encourage property owners and managers to maintain and upgrade property.
- Coordinates code enforcement activities with other divisions, departments, and outside agencies.
- Prepares case for legal action, summarizing evidence gathered in the course of periodic inspections and investigations; testifies and presents evidence in court.
- Performs all duties within the context of the City’s mission statement and organizational values.
- Operates City vehicle in the performance of the job duties.
- Performs other job-related duties as assigned.
Education
High School diploma or a recognized equivalent.
Experience
Two (2) years of public contact experience in an enforcement, inspection, investigative, and customer service capacity.
License
Valid Class C California driver's license and an acceptable driving record at time of appointment and throughout employment; completion of PC832 course within six (6) months of appointment and completion of CACEO Certified Code Enforcement Officer (CCEO) certification within one (1) year of appointment.

License

Special Requirements

Graduation from a four (4) year college with a Bachelor's degree in public administration, planning, urban geography, construction techniques, administration of justice, or a related field; one (1) year of recent public contact experience in the interpretation, administration, or enforcement of municipal codes, building safety codes, or land use/zoning regulations preferably with a municipality or similar organization; bilingual with the ability to speak and write Spanish or Mandarin fluently; CACEO Code Enforcement Officer (CCEO) certification; PC 832 certification.
